Norway – Accounting, auditing and fiscal services – Framework agreement internal audit services

The procurement is for a framework agreement for assistance with the internal audit function. A contract shall be signed with one tenderer. The agreement shall assist Norad's work with internal control, internal audit and performance management occurring in accordance with the law and regulations, best practice, relevant standards and frameworks for internal audits, as well as applicable instructions. The contract shall also provide access to external competence and a larger professional environment. The internal audit will report directly to Norad's Director and is an independent administration. The scope of work follows Norad's area of responsibility and comprises the entire entity, including assignments performed by external entities. Audits will be selected for risk based and carried out within risk management, performance management and internal control. Six to eight audits are planned annually, in addition to ad hoc assignments. The contract can also include internal control assistance. The internal audit will be responsible for the receipt and handling of signals, carried out by internal employees. The notification function is not included in the contract. The internal audit uses a systematic method to assist the Director in ensuring that Norad is operated in accordance with the management principles for government entities, cf. the governmental financial management regulations. The Directorate ́s risk picture is the basis for the choice of audits, which are determined in the annual audit plan approved by the Director. The internal audit is in dialogue with the organisation and, when needed, provides advice and guidance for performance management, internal control and risk management. There is a need for expertise for audits, consultancy assignments and support with the development and implementation of internal control, as well as the need for the audit plan, annual report and strategic guidance. The assignments will vary in nature, extent and complexity. Consultants must be able to work independently. Tenderers shall offer the assignment manager partner, team manager (operative coordinator) and multi-disciplinary delivery team with experience from internal audits and strategic consulting. Norway – Computer-related services – 20260014 Computer Centre Services

The Norwegian Tax Administration invites tenderers to a qualification for a competition with negotiations for the procurement of computer centre services, including computer rooms with exclusive area, in two different colocation computer centres in the Oslo area. Services included in the procurement are, among other things, redundant electricity supply in addition to backup components UPS and emergency generators, redundant cooling, redundant network accesses, physical and logical security as well as a guard services. The Norwegian Tax Administration currently leases locations with a computer centre and associated operations and maintenance contracts . These contracts expire in the years up to 2028, and the Norwegian Tax Administration must then move their equipment to new data centres. The objective of the procurement is to cover the Contracting Authority's need for computer centre services in two different computer centres in the Oslo area (called Area 2 and Area 3) when the relevant lease contracts expire. The contracting authority shall enter two contracts. The scope of the two contracts are identical except the time period where the Delivery Day shall occur (see Annex 3 on this). The delivery day for contract shall be a day in the period from 1 February 2027 until and including 31 May 2027, but the delivery day for the second lot shall be a day in the period from and including 10 January 2028 to and including 31 January 2028. Tenderers can choose what time period the Delivery day the tender applies to, or whether it applies both periods of time. As a result of the Norwegian Tax Administration's risk and vulnerability assessment, the data centres are required to as the services offered from in the two contracts are located at least 5 km in the aerial line from each other. Geographical separation and minimum distance will reduce the risk of both data centres being affected by natural events or events created by threat actors. In addition to the data centres being at least 5 km apart in the air line, it is required that only one of the data centres is located in Groruddalen ́s valley. Groruddalen's valley is located in the eastern part of Oslo and considered in this competition to stretch from the centre of Oslo to Stovner and between Bjerke in west to the border with Lørenskog municipality in the east. Norway – IT services: consulting, software development, Internet and support – Intention notice - Procurement of a re-use platform

Sandnes municipality (hereby the contracting authority) intends to enter into an agreement for the ongoing purchase of a re-use platform with Loopfront AS. The platform includes i.a. functionality for mapping objects, logistics, marketplace, as well as functionality for reporting and analysis. The contracting authority had previously carried out a market survey in 2026 to examine the market for such a system. As a part of the market survey, the contracting authority attached a requirement specification with minimum requirements for such a system. The contracting authority only received a response from Loopfront AS on the survey, and this tenderer could fulfil the requirements that were set. The contracting authority is therefore of the opinion that there is currently only one supplier on the market who can deliver a re-use platform that fulfils the contracting authority ́s needs. The Contracting Authority has, with reference to the exception in the procurement regulations §13-4 b. point 2, intends to enter into an ongoing contract with Loopfront AS for the purchase of their re-use platform. The contract ́s value is estimated to be between NOK 600,000 - 1.2 million, excluding VAT over 4 years. If someone would like to appeal the intention notice, this can be done for up to 10 days from the day after the notice has been published. If the contracting authority does not receive appeals by this deadline, it will be free to sign the contract with Loopfront AS. Norway – Repair and maintenance services – Intention notice vehicle barriers

Technical or professionally unique product STAUT is an innovation product, which was developed through a separate project managed by Statsbygg, as an alternative in connection with. the establishment of the perimeter security in the new government block. STAUT was developed based on a requirement specification prepared by The Directorate of Public Construction and Property with input from DSS, where previous experience related to service and maintenance of vehicle barriers was emphasised together with the desired resistance/robustness of the driveways. STAUT is developed as a user friendly plug and play system, where the customer shall easily be able to lift up a defect/non functioning bollard and put down a new one in a reasonable time (a couple of hours). This ensures security/perimeter security, as improvements (replacement of bollards) can be carried out quickly by the customer and thus contribute to reducing the downtime at the entry/exit point against other products, where the customer is dependent on ordering a supplier beforehand. The plug and play system, where the entire product is easily replaced for a new/functioning one, is not something we are aware of other suppliers offering as of today. Exclusive intellectual property rights Ulmatec has sole rights to STAUT, including the software, the patent/copyright, as they are the ones who developed this bollard. This means that there are no other suppliers who can deliver this bollard or service and maintenance on it. Compatibility with existing systems Replacing STAUT with a different type of bollard will incur major reconstruction costs. As a result of other types of bollards not being able to use the board cabinets for STAUT, a new board cabinet must be established if other bollards are to be inserted than STAUT. The perimeter protection is currently divided into outer and inner perimeters, where the different entry/exit points function as separate environments. All bollards must be identical/of the same manufacturer for each environment, either YP or IP. A bollard consists of 2 or 3 bollards and these are controlled as one unit, from the stern bollard provider's control cabinet. One will not be able to control an IP or YP where there are different bollards, as the different suppliers will have different board cabinets for control of their products. In addition, it will visually look unspoilt/messy if an IP or YP should consist of different types of bollards. This means that if one is to put down a different type of bollard than STAUT, all bollards (varies between 3- 8 bollards depending on the IP/YP) in the IP or YP, including the control cabinet, must be replaced. There will, therefore, be considerable costs if STAUT is to be replaced with a different type of bollard. Disproportionately high costs in exchange The perimeter security around the new government block, where the majority of the bollards are of the type STAUT, has just been established. It has cost many millions of kroner to establish this, and it will require major investments both in relation to integrations or replacement of equipment if another type of bollard is already to be acquired. Complexity and special adaptation It is currently only Ulmatec who has the knowledge and competence to be able to service and maintain STAUT. As this is an innovation product, efforts are still being made to make the product function optimally, and there will continue to be a need going forward to deal with Ulmatec to ensure that the product function properly, get access to spare parts including extra bollards that replace broken bollards. As well as the necessary training being given to those who shall administer and operate the bollards. Operational continuity The perimeter security around the government block shall regulate traffic into the ministry buildings. There is and will be a lot of traffic in the area around the government quarter and into the various ministry buildings, where traffic has to go through the perimeter security. This applies to both vehicles to neighbours, who have landed within the outer perimetum and vehicles that shall be within the inner perimeter/into the ministry buildings. The new government block has just been opened and the perimeter security is being used. It will be very unfortunate (reputation, costs, traffic flow) if another supplier was to be given who delivers another product, and thus had to temporarily close all entry/exit points in turn in order to have other bollards switched. A change of supplier can cause delays and interruptions in the operation of the government block. PURPOSE Norsk Tipping ́s digital commitment plays electronic forms of communication with the company's customers and employees a central role, including the need for this procurement. The company ́s existing contract with Telenor for this area expires 31.12.2026 and shall be replaced by a new contract. It is important that the tenderer takes overall responsibility for the system. NEEDS THAT SHALL BE MET A new contract shall cover Norsk Tipping ́s need for: · Future orientated and cost efficient mobile subscriptions (approx. 470 per annum) · System for handling queues · Automated solution for pulling content services · Full mobile coverage in NT ́s building · Future systems for communication services and mobile communication. · Procurement of equipment · IP telephony and number series · E-Sim Support OPTION * Recycling service SITE INSPECTION AT NORSK TIPPING THURSDAY 16 JUNE FROM 09:00 Due to the building's construction and technical building conditions, including concrete and steel walls, the current supplier has established an internal base station with the accompanying antenna system to ensure satisfactory mobile coverage indoors. Norsk Tipping currently has full mobile coverage in the building. Norsk Tipping requires that the tenderer shall offer full mobile coverage with a minimum of 4G technology in all the buildings. The system shall be future orientated and dimensioned for the company ́s needs. 5G technology is preferred. Based on this, a site inspection is offered.
