Norway – Works for complete or part construction and civil engineering work – Contract - 420768 Fossumdalen stage 5-6, Pipeline route.

"Fossumdalen stage 5-6 - Ledningstrasé" is part of a larger water and sewage project in Trondheim municipality that has run, and shall run, over several stages. The aim is to reduce the amount of overflow supplied to The River Nidelva from the sewage network by establishing a separated main stem for W&S from the sewage zone Lerkendal where surface water is led to the River Nidelva, and waste water is fed by a self-fall to Høvringen treatment facility. In "Fossumdalen stage 5-6, Ledningstrasé", the existing overflow (OP04) shall be established in "Fossumdalen stage 4" connects to the Høvringen sewage tunnel via a diving pipeline under the River Nidelva with a flushing magazine. The pipeline installation starts with drilling rock from the west side of Osloveien south of Stavne to Høvringen sewage tunnel. Under osloveien, a sewage pipeline is laid through a completed freighter and dug a ditch to the east between the properties in Sivert Dahlens veg. Pipelines that controlled drilling will be executed under the River Nidelva to Valøya. Over Valøya and up to Valøyslyngen, pipelines are to be dug in a ditch. Pipelines in valøyslyngen shall be executed in an increased dimension, which together with the existing volume in the existing sewage pipeline upstream OP04 (new overflow) functions as flushing magnet for the diving line. The flushing magazine shall be emptied via a flush manhole and the facility shall be adapted for the supply of water from the municipality ́s water pipelines. A new water and sewage system shall also be constructed from OP04 (a new overflow) to the junction of Alfred Larsens gate and Valøyslyngen. From the junction of Alfred Larsens gate and valøyslyngen, a new water pipeline will be laid in the same route as the existing water pipeline to Holtermanns road. The following turnkey contracts will be transported to the general contractor:1 "Fossumdalen stage 5-6 - Sewage pump station" (the existing sewage pump station APS is replaced by a smaller and more modern sewage pump station APS04.2 "Fossumdalen section 5-6, HVAC, management and automation"The general contractor will take over, among other things, the engineering design and coordination responsibility for these two turnkey contracts. As part of "Fossumdalen stage 5-6, Ledningstrasé", a sheet box shall be prepared for a sheet box for setting down the new APS04, and the existing Water and Sewage will be connected to the new APS04. Valuation of properties for determining the basis for property taxes in Holmestrand municipality etc. The assignment includes: Assistance with projects for the implementation of property taxes on commercial properties, including revision of guidelines, stencils, sampling etc. equivalent assistance in connection with new general valuations, ref. the first section. Inspections and photographing of properties according to orders from the property tax office. Contract date with owners who have asked to be present at the site inspection. To familiarise yourself with information from the land register for the relevant properties. Land register updating when errors in the land register are discovered during a site inspection. Prepare proposals for expert committee resolution meetings. Participate in the mentioned meetings and present relevant information, including maps, pictures, observations from site inspections etc. reviewing appeals and preparing proposals for appeals decisions. Participate in appeals proceedings in an expert committee and appeals board, see point vedr. meetings above. See the attached description for further descriptions After political or administrative decisions, the competition can be cancelled or amended. The contract can also be truncated on such a basis. Most of the scope will be the first contract year. Ten emission vehicles are required for fulfilment of the contract. Further requirements or criteria for climate and environmental considerations are not assessed as appropriate as the service is otherwise equal with consultancy services. The competition is for the procurement of qualified assistance for developing architecture, profiling, terminology management, integration model and implementation of the system, as well as any adaptations and set-up of free software. in connection with the establishment of a joint information storage system for the public dental health service. Novari IKS is owned by all the counties and Oslo municipalities. The procurement is stage 1 in a larger project that also intends to procure a joint EPJ for the dental health service in stage 2, with storage of central data in a joint information storage system that is established in Stage 1. The two procurements will have clear interface to each other. The contracting authority will, in connection with the establishment of the joint information storage system, strive to make all relevant information available, so that suppliers who participate in the deliveries in stage 1 are not excluded from participating in stage 2. The procurement ́s value is estimated to: NOK 10,000,000 excluding VAT. The volume is an estimate and is not binding for the contracting authority. ENVIRONMENT: This procurement is, in its nature, considered to have an immaterial impact on climate and the environment, cf. the regulations §7-9, fifth paragraph. The justification for this is that the procurement is for consultancy services/consultancy services where the contracting authority has been cut off from affecting climate and environmental impact, as the requirements and criteria that are aimed at these elements will not have sufficient connection to the delivery, cf. DFØ's environmental supervisor. APPRENTICE: The contracting authority has assessed the procurement against the apprentice regulations, cf. the Procurement Act § 7 and concluded that there is no requirement for apprentices in this procurement as disproportionately is considered, as there is a need for specialised competence that an apprentice cannot be expected to hold, cf. the apprentice regulation § 6 (4). Background Valle municipality needs to enter into a new contract for snow clearing and winter operations on municipal roads. The procurement will be carried out as the municipality needs more predictable stand-by in the winter season and the current system does not adequately cover the municipality ́s needs. The objective of the procurement is to ensure safe, stable and reliable winter operations on the municipality ́s road network. It is particularly important for the municipality to maintain availability on central roads, including roads of importance for schools and welfare services. Tenderers must therefore assume that the assignment has requirements for stand-by, availability and ability for quick follow-up throughout the winter season. Description of the assignment The procurement is for one total contract for snow clearing and winter operations on municipal roads in Valle municipality, with a total duration of up to 4 years. The assignment includes snow clearing of roads, gritting at uncompacted conditions and removal of snow masses if needed. The delivery shall ensure that the municipality has access to 24 hour stand-by in the winter season and that the necessary measures can be implemented quickly when weather and driving conditions require it. The assignment comprises all operative winter operations within the contract ́s extent, and school and welfare roads shall be prioritised as a part of the delivery.
