Norway – Vehicles for refuse – Intention notice - Chassis for used refuse collection addition (aggregate), 2026, Attvin Produksjon AS (26/15579)
The contracting authority and the customer are: Attvin Produksjon AS Ålesund municipality c/o Group Procurements is assisting the contracting authority with the implementation of the intention notice. The contracting authority intends to enter into a contract with Scania for the delivery of three chassis, as well as signing a contract with Hydraulics and Welding Techniques AS (HST) for work on moving/assembling sanitation additions on the new chassis, upgrades and preparation of the necessary documentation. The contracting authority shall procure three chassis directly from Scania, which shall be delivered by Scania Ålesund. The contracting authority shall procure three new chassis (refuse collection vehicles), where the company shall reuse older refuse collection additions (aggregate) from 2013, delivered by NTM in Finland. The used sanitation additions currently stand on the older Scania chassis. There shall be 2 2 axled and 1 3-axled chassis that is delivered with liquefied biogas (LNG). In order to use the refuse collection vehicles with aggregates, a certified builder must have certificates and weight calculations for the Norwegian Public Roads Administration for approval of vehicles. Only HST and NTM can jointly do this for the contracting authority ́s additions. NTM is the supplier of the refuse collection additions that the customer has and they only have one certified workshop in Norway, which is HST located in Drammen. HST as the only certified NTM workshop in Norway must therefore be responsible for moving the extension over to the new chassis. The customer has asked HST for the possibility of moving the sanitation additions to the chassis from other suppliers than Scania. HST does not have experience with this and does not recommend moving the compactor to other chassis than they are built for, i.e. Scania. HST does not wish to submit tenders for moving the additions to other marks than that for which the extension has been built, in this case it is Scania. Other suppliers deliver the chassis with a different frame width and wheelbase, cable mat and software than the customer has on the older used additions from 2013. This means that the chassis and addition cannot be connected together without it leading to a lot of extra work and great costs, in addition to HST not submitting a tender for moving the addition to other brands than what the extension is built for (Scania). As regards moving the addition to the new chassis, upgrades will be made to the older additions, where all wearing parts and electrical switches, as well as hydraulic tubes are to be replaced. The addition will be sandblasted and painted. Weight and weight cells shall be installed. This must be done by HST in connection with moving the body. The older additions are NTM products. St. Olavs Hospital has decided to procure one Jet ventilator; The estimated value of the procurement, including equipment dependent consumables in the equipment ́s lifetime, is NOK 1,000,000,000. NOK 1,200,000 excluding VAT. Justification procurement without competition: This intention notice is anchored in the procurement regulations § 13-4 letter b no. 2 on situations where competition is impossible for technical reasons. The ENT department currently has a Monsoon 3 jet ventilator that is approx. 10 years old. This has, in recent years, had repeated technical problems, and consumables have been difficult to procure. It has not been possible to treat patients with narrow stenoses or high BMI with the current jet ventilator, which has led to increased costs by sending these patients to Rikshospitalet-OUS for treatment. Rikshospitalet has now refused to receive several patients due to capacity challenges and informed that this patient group must be treated at the university hospitals. As a university hospital, St. Olavs Hospital is responsible for advanced airway surgery in the Mid-Norway Health Trust. When patients can no longer be transferred to Rikshospitalet, the hospital must therefore have equipment that allows treatment at equivalent professional levels locally. The Twin Stream jet ventilator is decisive for treating patients with high BMI, reduced lungcompliance and very tight subglottic stenosis and to avoid the risk of peroperative hypoxi and hypercapnia. It has high frequency and the possibility for superimposed high frequency jet ventilation which provides more stable ventilation and oxygenation. This is decisive for patients with excess weight and/or narrow stenosis in the respiratory tract, which is the most critical patient group. With the highest frequency that TS uses, in addition the movements in the operating field will be minimised in relation to jet ventilation with a lower frequency. The surgeon will have better working conditions, which reduces operational time and makes complex interventions easier and safer. The integrated jet system in the laryngoscopes also provides a good overview of operational fields and instrument access. Only TS enables oxygenation/ventilation of overweight patients and particularly tight stenoses, which have a high enough frequency to achieve a stable surgical field and have integrated jet nozzles in the laryngoscopes. The Twin Stream is used at the largest Norwegian and foreign centres, including the National Hospital in Oslo. Access to the same technology provides a joint competence platform, simple cooperation between the centres and easier training of surgeons and anaesthesia personnel. It is crucial for us in the treatment of such complex patients to have the same type of equipment, when we shall consult and discuss with, for example, Rikshospitalet.Based on a market analysis, only Simonsen & Weel AS can deliver the solution in question based on St.Olav Hospital ́s needs and our assessment is that the terms to hold a competition without a prior notice in accordance with the procurement regulations § 13-4 letter b no. 2 are met.
