Framework agreement for machine contractor services including vegetation clearing and winter maintenance in the following geographical areas: Region EAST, district Innlandet, Jørstadmoen Leir, Hovemoen Leir and Jørstadmoen Residences in Lillehammer municipality. Note! Equivalent competitions have been announced for the area Elverum kommune/Terningmoen (R01906). If a tenderer submits a tender for both sub areas, Fulfilment of the qualification criteria for the sub-areas will be evaluated in the following order: R01906 Machine contractor including winter maintenance Elverum kommune - sub-area 1R01930 Machine contractor including winter maintenance Jørstadmoen – sub-area 2 In order to be able to award contracts for both sub-area 1 and sub-area 2, sufficient resources must be had to fulfil the qualification requirements in both areas. This means that if a tenderer is awarded sub-area 1 and does not have sufficient financial solidity and resources to fulfil the qualification requirements in both areas, the tenderer will not be qualified for participation in sub-area 2. One other example is if the tenderer wants to submit tenders for both lots 1 and 2, then the same professional resources can be done. Out of the order provision, this is because if the contract is awarded to sub-area 1, then you will not be qualified to participate in sub-area 2 with these same resources. Norway – Security, fire-fighting, police and defence equipment – Crew vehicle

The competition is for the delivery of a crew vehicle + an option for one additional crew vehicle. The procurement ́s value is estimated to: NOK 14,000,000 including the option excluding VAT. The volume is an estimate and is not binding for the contracting authority. See the procurement documents for further information. The contracting authority reserves the right to cancel the competition, i.a. in connection with budgetary coverage. The procurement is for special vehicles for fire and rescuing services. Regulations on emission requirements for public procurement of vehicles for road transport (FOR-2022-12-20-2384) § 2 exempt such vehicles from the regulations. In addition, the Procurement Regulations § 7-9, opens the fifth paragraph that the obligation to set climate and environmental requirements does not apply "if the procurement, by its nature, has a climate footprint and an environmental impact that is immaterial". The environmental impact must be assessed in light of the total procurement in the entity and the vehicle ́s particular area of use for turn-out vehicles. Fire engines and lift vehicles are only used in acute stand-by situations and have a very low annual driving distance compared to ordinary transport vehicles. This means that the climate footprint over its lifetime is marginal in relation to the procurement ́s total purpose. Furthermore, it is a stand-by requirement that the vehicles shall always be able to deliver full performance in extreme operating conditions, regardless of temperature, load and available infrastructure. There are currently no suitable zero emission alternatives that fulfil all the technical and operative requirements. Emphasising climate and environmental considerations with a minimum of 30% in the award phase will therefore not produce a real climate effect and can, in the worst case, weaken society's preparedness. Based on this, the environmental requirements are assessed in accordance with § 7-9 second and third paragraphs that are not applicable for this procurement, and there are requirements, cf. § 7-9 fifth paragraph. Apprentices: The contracting authority has assessed the procurement against the apprenticeship regulations, cf. the Procurement Act § 7 and concluded that apprentices are not required in this procurement as the procurement is an procurement, cf. the apprentice regulation § 4. Norway – Industrial machinery – New competition for a pre-treatment facility for organic waste.

The HRA Biogas Facility has been in operation since 2005. The existing pre-treatment line 2 from 2014 is the main pre-treatment line in operation. HRA receives organic waste from households and organic waste from private companies, mainly from shops, shopping centres and from the food and beverage industry. HRA Biogas Facility is certified for the treatment of organic waste Cat 3, in accordance with Waste Directive 1069/2009 'Regulations for Animal By-Products'. The scope of the procurement is expansion of the existing facility for organic waste pre-treatment and waste treatment facility. The value of the procurement is calculated to NOK 10 million excluding VAT. Sales tax. The volume is an estimate and is not binding for the contracting authority. In accordance with the regulations §7-9 (4), this acquisition is considered to provide a clearly better climate and environmental effect by having climate and environmental requirements in the requirement specification. This is justified by the acquisition being an expansion of the plant with the aim of reducing the loss of organic matter. This reduces the amount of rejections that are delivered for burning and contributes to increased production of biogas that replaces fossile fuels. It is therefore our assessment that the use of this requirement will give a clearly better climate effect than using climate and environmental considerations as the award criteria, cf. The Public Procurement Regulations §7-9, fourth paragraph. The contracting authority reserves the right to cancel the competition in connection with budget coverage and the board ́s approval.
