Norway – Accommodation, building and window cleaning services – Internal window cleaning

The Norwegian Government Security and Service Organisation needs to enter into agreement for internal window cleaning and cleaning of internal glass surfaces and locations in the New Government Block, including Einar Gerhardsens plass 1, 2 and 3, as well as the new 22 July centre. The service includes internal window cleaning and cleaning of internal glass surfaces of locations in the New Government Block (A, D and H block, as well as the new 22 July centre). In some cases, if needed, the service also includes other types of cleaning assignments in areas where DSS provides cleaning services. The delivery shall be carried out in accordance with the agreement and frequency (cf. the price form in Annex 3) and in accordance with the tenderer ́s progress plan (cf. Annex 2). Detailed scope of window cleaning is stated in the price form in Annex 3. Tenderers must reckon that there may be some changes in orders. The number of windows and window types in the buildings included in the tender is based on separate window plans (as far as these have been allowed). The estimated value of the procurement is from NOK 5,000,000 excluding VAT to NOK 8,000,000 excluding VAT. The estimated value is not binding for the contracting authority. Norway – Anaesthesia and resuscitation devices – Procurement of medical consumables - Anaesthesia and intensive care

The aim of this procurement is to meet the need for consumables - anaesthesia and intensive care. The objective of the Framework Agreement is to establish a good source of supply for medical material - anaesthesia and intensive care in a quality good and cost efficient way, at the same time as focusing on sobriety and control and management of consumption. It is a significant purpose for the Contracting Authority to ensure a supply-secure source of supplies for this material that can directly affect military production. Parts of the objective of the procurement are to supply the Norwegian Defence ́s already existing sanitary systems. Due to the Norwegian Defence ́s distinctive character, standardisation and material equality are important factors in ensuring quality, security, stand-by and compatibility with other NATO countries. It is critically important for the Norwegian Armed Forces that already function packed sacks, pockets and other configured systems in the sanitary service will be as little affected as possible. This is to ensure that the soldier can carry out set procedures with the material that can be accommodated in the bag. The procurement will include materials that will be used by the Norwegian Armed Forces personnel during operations, training under most climatic conditions and in a broad spectrum of different environments, from hospitals and doctors' offices, in the forest and other terrains, on-board vessels, in vehicles and on ambulances. This can i.a. lead to large variations in temperature and humidity. Everything from desert and strong heat to low temperatures and high humidity winter time. This procurement shall, therefore, i.a. ensure consumables where the function, standard and size of the product take care of these considerations. Furthermore, the aim is to ensure good cooperation with a loyal cooperation partner with good knowledge and experience with continual ability to work proactively and future orientated towards, among other things, reduced environmental impact, optimisation and standardisation of assortment, management of consumption and procurement through catalogue and analysis work as well as follow-up. Norway – IT services: consulting, software development, Internet and support – A new website for the Norwegian Competition Authority.

The aim of the procurement is to enter into a contract for the design, development, establishment and operation of a new website for the Competition Authority (konkurransetilsynet.no) that, in a target orientated and efficient manner, supports the Authority's social mission. The new system shall contribute to good accessibility of information, services and decisions to different target groups, and facilitate a high degree of user friendliness, retrieval and effective task solving for the users. The delivery includes a comprehensive system that includes the design and development of the website, the establishment of suitable CMS, the preparation of appropriate information architecture and structured content, migration of the existing content, as well as testing and launching. In addition the tenderer shall provide operation, support and management of the system in the contract period, including further development based on changed needs and priorities. The system shall meet the current requirements for universal design, security and privacy, and be based on flexible and future oriented technology that supports further development, integrations and efficient management over time. The assignment involves close cooperation with the contracting authority throughout the entire project, including in planning, design assessments, testing and certification of central deliveries. Norway – Architectural, construction, engineering and inspection services – Development plan, moglegheits study, sketch project and preliminary project.

The competition concerns the competition for the development plan for a zoning plan, a feasibility study, a sketch project and a preliminary project for a new welfare centre in Førde. The result from the project shall form the basis for detailed engineering design services. The procurement ́s value is estimated to: NOK 3,500,000 excluding VAT. The volume is an estimate and is not binding for the contracting authority. See the procurement documents for further information. ENVIRONMENT: This procurement is, in its nature, considered to have an immaterial impact on climate and the environment, cf. the regulations §7-9, fifth paragraph. The justification for this is that the procurement concerns consultancy services where the contracting authority is unable to influence climate and environmental impact, as the requirements and criteria that are directed against these elements will not have sufficient connection to the delivery, cf. DFØ's environmental supervisor. Apprentices: The contracting authority has assessed the procurement against the apprentice regulations, cf. the Procurement Act § 7, and concluded that apprentices are not required in this procurement, as the contract ́s main element does not include work where it is relevant to use labour with vocational or craft certificates, cf. the apprentice regulations § 6 (3).
