Norway – Waste analysis services – Procurement of consultancy services for the execution of waste analyses.

PURPOSE AND SCOPE The contracting authority shall enter into a framework agreement with a tenderer for consultancy services for planning, implementing and preparing a report for waste analyses. In accordance with the Waste Regulation chapter 10a, REG is obligated to ensure the sorting and material recovery of several waste types. In order to substantiate the sorting requirements, as well as quality requirements and the necessary costs for the collection and waste management in the manufacturer responsibility schemes, it is decisive to have an overview of the composition of the waste in REG ́s different waste streams.   There can also be a need for waste analyses or other surveys in order to increase knowledge on the composition of bulky waste, household like business waste or to measure the effect of campaigns etc. The agreement has an annual expected consumption of NOK 1.5 million. The contracting authority draws attention to the fact that the estimate is based on previous consumption and the expected future need. The framework agreement has a maximum value of NOK 12 million. The estimates are only a guideline and are without obligation for the Contracting Authority. Norway – Software-related services – Procurement of an IAM system

The objective of the procurement is to establish a uniform, secure and efficient cloud based system (SaaS) for identity and access management (IAM) that supports the company ́s need for correct, traceable and automated management of users, roles and accesses across the company's IT systems. The procurement includes the delivery, implementation and management of an IAM system, including necessary modules, integrations, configuration and documentation. The system shall support the entire life cycle for identities and accesses, from creation to change and termination. The scope also includes training, support and further development in the contract period. The contracting authority is uncertain about the extent of the procurement, but estimates that the total contract value for the contract over a period of four years, including options, can be in the range of NOK 2,500,000 excluding VAT and NOK 6,000,000 excluding VAT. This is an estimate and it shall not carry any obligations for the Contracting Authority or rights for the Tenderer. Subject to changes due to changed financial framework conditions, organisational changes and municipal activity. Norway – Industrial property services – Framework agreement for valuation services for calculation of property taxes, for the Network of Petroleum Municipalities (NPK)

The contracting authority is the Network of Petroleum Municipalities (NPK), which currently consists of eight member municipalities: Alver, Aukra, Aure, Austrheim, Bokn, Hammerfest, Tysvær and Øygarden. Aukra municipality c/o ROR procurement (host municipality cooperation via Molde municipality) is assisting with the announcement of the procurement. The network of petroleum municipalities (NPK) shall safeguard the member municipalities ́ interests in connection with major infrastructure facilities in the energy sector, including landing facilities for oil and gas. NPK shall work to ensure the necessary political and legal framework around such facilities to the best interests of the member municipalities, and so that the facilities ́ value creation also benefits the host municipalities. NPK is an advisory and coordinating network for participating municipalities with oil and gas installations. Each member municipality will make call-offs under the framework agreement. The aim of the procurement is to enter into a framework agreement with one tenderer (Supplier) for the member municipalities ́purpose assistance to the valuation committee/expert committee for valuation of land-supply installations for oil and gas for property tax purposes. The assignment will also include any additional assessments that will take place during the framework agreement period. The execution of the valuation shall follow the requirement specifications (see annex 3). The framework agreement will be valid for three years, with an option for an extension for a further 3+3 years. The long duration of the framework agreement is justified by the valuation form the basis for processing in the judicial apparatus up to the top body. Such processes can take several years, and it is appropriate to be able to hire the same supplier in the entire legal proceedings. The estimated value of the framework agreement is NOK 6 million excluding VAT. Based on uncertainty connected particularly to the extent of assistance with appeals, the total value of the contract is NOK 10 million excluding VAT. Norway – Construction work for highways, roads – An agreement for upgrading Sørliveien in accordance with the order requirements.

Oslo municipality, c/o the Agency for Sanitation and Recycling (REG) intends to enter into a contract with the company Anlegg Øst Entreprenør AS for Upgrading Sørliveien in accordance with the order requirements from the Agency for Planning and Building Works (PBE) in connection with the development of REG's facility at Grønmo. The contract is a turnkey contract (NS 8407), and the tenderer is obliged to carry out the work at a fixed price which includes all risks in the ground that will normally be entered into the builder. Background: REG shall upgrade our installations at Grønmo. The approved zoning plan for Grønmo requires that Sørliveien must be upgraded with a foot and cycle path before a permit for new installations can be granted. Since Statnett is now constructing a new transformer station at Liåsen next to REG's facility, a research of road development will save a significant cost by Statnett's executing contractor (Construction East) being able to use surplus masses that are stored along the road route to build a new Sørlivei with a foot and cycle path. A prerequisite for the cost savings is, among other things, that Facilities East is already working for Statnett, and therefore can start work immediately and can use already set up rigging and reused matter that would otherwise have had to be transported away. Based on Facilities East already carrying out work in the area, the Contracting Authority has the possibility to offer a price for the work of NOK 57,000,000, which is considerably below the market value. REG has quality assured this with two different external assessments of market prices. In addition, Facilities East has taken on all risks due to the ground that would normally be added to the builder in connection with this work, so that the stated price may not change during the turnkey contract, and thus also be below the EEA threshold for building and construction contracts (2026). In order to use the described synergies, the work must be ordered now - before The East Plant starts rigging down - and this is a prerequisite for a direct procurement from The East Plant. Overall, it is therefore considered that REG will be able to enter into a contract without a prior notice pursuant to the Public Procurement Regulations § 5-2 (1), letter b, which states that "Part II does not apply to contracts that the Contracting Authority can enter into on the basis of a particularly advantageous tender that allows the procure services at a price that is substantially below market prices." Norway – Accounting and auditing services – Intention notice: Cooperation agreement on performance audits etc.

Rogaland Revision IKS, Romerike Revision IKS, Agder Municipality Audit IKS and Viken municipal audits IKS and Vestfold and Telemark revision IKS and Sørlandet municipality audit IKS will enter into a cooperation agreement on management audits, ownership control and associated services. The parties to the cooperation agreement carry out statutory management audits and ownership control for control committees in municipalities and counties. The aim of the cooperation is to contribute to give the contracting parties ́ ownership municipalities delivery security, increased quality by carrying out statutory assignments that are common to all owner municipalities and cost efficiency. Stavanger municipality has assisted the parties in the cooperation agreement with the notice, and Stavanger municipality is therefore not the contracting authority. The core of the cooperation is that one or several parties can get assistance from the other parties in cases where the competence and resource situation makes it appropriate to cooperate within the contract. It is a fundamental prerequisite that each party shall both receive and provide assistance through the cooperation. The cooperation will be entered into between public contracting authorities, applies to public assignments and the purpose of the cooperation is common for the parties. The cooperation shall only be carried out for public interests. The financial transactions in the cooperation shall be limited to cost coverage, possibly with the addition of some profit, provided that such any gains are reinvested in the service that the cooperation applies to. The contract value is judgementally set at NOK 5,000,000 excluding VAT. This indicates a total value of deliveries in accordance with the cooperation agreement. None of the participants in the collaboration have turnover to others than the owners that exceed 20 %. Emphasis is put on the fact that the cooperation is based on a pricing mechanism that ensures that the person who performs work for the other cooperation partners does not achieve financial gains or losses, and that the cooperation is exclusively managed by public interests. Deliveries shall, in accordance with the cooperation agreement, occur at hourly rates that are limited to cost coverage, possibly with the addition of a certain profit provided that any gains are reinvested in the service that the cooperation applies to.
