The municipality would like, via this procurement, to establish a swimming facility that covers these needs over a period of 50 years. Public-private cooperation (OPS) has been chosen as the implementation model. The choice is justified by the municipality wishing to utilise private competence within engineering design, construction and long-term operation, transferring technical and financial risk to the tenderer, and freeing up municipal capital for other prioritised investments. The tenderer will be compensated through a fixed, index regulated annual rent for the entire contract period of 50 years.
