The procurement is for the establishment and later removal of foundations for crushed salmon trap in Tana River near Seida. The work includes setting down a considerable number of poles in river bottom under demanding hydrologic conditions, including work in flowing water with considerable depth and current, as well as disassembly and removal of the installation at the end of the season before laying ice. The execution is planned for 2027 and requires execution within a short window of spring flooding (approx. mid-June). Delays can result in the initiative not being carried out by the current season. The contract can include an option for equivalent work in 2029. The implementation requires the use of specialised equipment and experience from equivalent work in a river, as well as the ability to handle logistics and operations in a geographically demanding area with limited availability. The contracting authority considers that the terms for the procurement without a competition are met, cf. the procurement regulations § 13-4 letter b no. 2, as competition in practice is impossible for technical and operative reasons. An open tender contest was held for equivalent procurements in 2025, where only one tender was received. This indicates that the market for these types of deliveries is very limited. The tenderer in question has developed specially adapted equipment that is assessed as necessary to carry out the work within the available time window. It is not realistic that other suppliers will be able to develop and mobilise equivalent systems within the available time. The contracting authority has assessed the market for relevant contractors, including actors in construction work in water and specialised installations, but has not identified other suppliers who have the necessary competence, capacity and equipment to implement the assignment within the technical, geographical and time limits.
