Trøndelag county has considered extending the regional tourism assignment to Trøndelag reiseliv AS in order to assess possible coordination of the county ́s food and tourism assignment for Trøndelag. The county ́s grants for the assignments represent significant expense items in the county ́s budget, and it is therefore considered important to look at the possibility of obtaining more for these grants. Ref. also FT-sak 128/23 with a decision on deductions in the county's operating budget, and HUNI case 47/25 where the county director suggested some savings measures. The County Director believes this is the right time to further assess the coordination potential between the assignments. There are now three years left of the period where Oi! Support can be given within group exceptions (government aid regulations). After this time the assignment must be outsourced to competition. If the new tender process for the four-year tourism assignment is initiated in accordance with the plan in 2026, it will be necessary to decide on further financing of the food assignment in the middle of the tourism assignment's next tender period. It is considered to be inappropriate. It is considered important to assess the coordination potential before deciding on future financing of the food assignment. Norway – Research and development services and related consultancy services – Report of reasons for construction cost growth

The aim of the assignment is to gain more knowledge and insight into what drives the construction cost development in the housing sector over time. Existing sources provide some knowledge, but provide limited insight into causes. There is a particular need to map how much of the increase in construction costs can be attributed to public requirements and how much is attributable to other market conditions. There is also a need for knowledge on which requirements are of great importance for the construction costs and which are of less importance. Note delivery deadline with analyses and results for part 1 of the assignment and a status report with provisional findings and a plan for further procedure for part 2 is 15.09.2026. The delivery deadline for a total draft of the final report for parts 1 and 2 of the assignment is 01.11.2026. The final delivery deadline for the total final report for part 1 and part 2 of the assignment is 01.12.2026. The estimated budget for the assignment is NOK 2,000,000 excluding VAT. Norway – Statistical services – 104-BYM-2025 Framework agreement for counts on the municipal road network 2026-2030.

Periodical traffic registrations with radar and other counting equipment. The aim is to register the number of vehicles and the speed of an average along the road with the use of its own current radar equipment and any future counting equipment that the Agency for Urban Environment can procure, such as future procurement of video recording equipment. This is both to use the rest of the life cycle of the equipment and to be able to carry out comparable measurements that have been previously carried out. The registrations are carried out year round, with minor activity during school holidays (winter and autumn holidays, weeks 8 and 40 respectively), July/communal holidays and winter months December-February, depending on snow amounts. The standard length of the radar measurements is 7 full days, i.e. at least 168 hours. Tasks: * Assemble/disassemble radar/other counting equipment in accordance with orders * Report to the contracting authority when the radar is mounted * Sending raw data files from the measurements to the contracting authority * Storage and maintenance of radars (charging batteries, cleaning, etc.) Periodical cycling measurements with bicycle tubes The aim is to register the number of cyclists who pass a count section by using eco-tubes. Normally executed outside winter season. The standard length of the cycle measurements is 7 full days, i.e. at least 168 hours. Tasks: * The hoses are fastened in asphalt in accordance with the procedure and connected to a computer unit that is stuck on the pavement. * Device connects to the Eco-Visio cloud service, which logs data from recordings * Disassembly of measuring equipment * Storage and maintenance of equipment (including cleaning etc.) Operation and maintenance of traffic registration stations for vehicles. The contracting authority owns 13 traffic registration stations where measuring equipment is connected to inductive loops that are milled down in the roadway. The measuring equipment (Datarec Loop monitor) communicates with the "Traffic Data Portal" (trafikkdata.no) to the Norwegian Public Roads Administration. Tasks: * Locate errors and report to the contracting authority (breaches of counting loops, electricity supply, damage to control cabinets, cables, etc.) * Does not include troubleshooting of measuring equipment and laying of inductive loops on asphalt * Annual audit of counters * Revision of equipment in accordance with the agreed checkpoints, includes all external and internal equipment such as locks, fasteners, batteries, connections, electricity supply, cables, modems, insulation, cleaning, lubrication, etc. See the assignment description for a list of the counting points. Operation and maintenance of traffic registration stations for bicycles. The Agency for Urban Environment owns 36 bicycle registration stations that register bicycles on the municipal road network in Oslo. The equipment consists of inductive loops milled down in the asphalt that are connected to a cycle counter/controller (Eco-Counter UZelt as of November 2025). The control unit is located together with the battery mainly in a manhole. It is generally not relevant to connect a counting point to fixed current. Sensors are installed in both roadways, cycle lanes and on cycle paths. The drives are connected to the Eco-Visio cloud service, which the Contracting Authority can download traffic data. Eco-Visio also enables operational monitoring. Tasks * Monitoring the counters and updating the status of the counters to the Contracting Authority. * Troubleshooting, including replacing the battery, re-establishment of counting stations etc. * Establishment of inductive loops is not included in the assignments * Annual audits in accordance with the agreed checkpoints. Accessibility Requirements BYM orders counts throughout the entire year, with lower activity in case of heavy snowfall or in periods with staff holidays (weeks 8 and 40, Easter, July/August, Christmas holidays, holiday days in May), and higher in normal months such as March/April/June/September/October (except week 40)/November. Describe which resources you have available to carry out counts and possibly how you ensure deliveries to orders during periods of high activity despite any absence from key resources at your home (e.g. sickness). Norway – Occupational clothing – Framework agreement - Workwear for employees in the unit for education.

The contracting authority needs to procure a framework agreement for the procurement and delivery of work wear with a logo for the unit for education, more specifically employees in the municipality ́s nurseries, before-and-after-school care and 1st years. Tenderers shall offer a wide range of workwear for women and men in accordance with the contracting authority ́s needs in the contract period. It is important that the workwear is suitable for women and men, from small to very large sizes. For employees in the 1st year and in before-and-after-school care will be relevant with outerwear, whilst the employees in the nursery will be able to wear both outerwear and inside clothes. Further information on the procurement is in 'Annex 2 - Requirement Specification' and 'Annex 3 - Price Form'. The Contracting Authority reserves the right to leave the agreement if the tenderer does not have available goods that naturally come under workwear that the Contracting Authority needs. The Contracting Authority reserves the right to expand the units within education that come under the contract. The contracting authority is uncertain about the extent of the procurement, but estimates that the annual contract value will be approx. This gives an estimated total contract value for the entire contract period, including options, of NOK 13,000,000 excluding VAT. Please note that this is an estimate and is not binding for the municipality or rights for the tenderer. Subject to changes in volume as a result of changed financial framework conditions, organisational changes and municipal activity. Based on the estimated value of the contract, the contracting authority has stated the maximum contract value, c.f. the Court of Justice's case C-23/20. This is primarily including, but not exclusively, a need for assistance with: - Consultancy, training and execution of and in connection with security testing. - Technical consulting and training. Intrusion Tests Vulnerability scan Technical stand-by exercises - Assist with information security incidents. Incident Response Team Relevant assignments will i.a. be within security recognising and specific intrusion testing against systems and services.
