Norway – Motor vehicles for the transport of goods – Official vehicles with a clean and dirty zone (goods vans)

Background The contracting authority needs to renew the vehicle fleet for personnel who work with housing inspections and sweeping. The procurement will be carried out as a result of new requirements for division into a clean and dirty zone in the vehicles. The aim is to facilitate a safer and more appropriate work day, including reducing exposure to degassing, dust and other pollution from equipment and work clothes used in the service. The vehicles shall be used in daily operative operations and must support safe transport of personnel, tools, sweeping equipment and polluted equipment. Therefore there is a need for vehicles and fittings solutions that together provide good functionality, practical access, satisfactory ergonomics and reliable handling of equipment in accordance with the business ́s needs. Description of the assignment The contracting authority shall enter into a procurement contract for the delivery of 11 goods vans in large box van execution, ready fitted out with a 3-piece system for a clean and dirty zone. The delivery shall include complete vehicles with adapted fittings and the necessary equipment for the contracting authority ́s use. The budget limit for the procurement is estimated to be between NOK 6,300,000 excluding VAT and NOK 7,800,000 excluding VAT, depending on the sale of existing vehicles. The contracting authority reserves the right to reduce or increase the scope of the procurement within the framework of the procurement regulations, i.a. due to changed needs, unit prices (reduced number of vehicles), financial framework terms or organisational conditions. Reservations related to the price, including currency reservations, shall be clearly and unambiguously stated and priced. Conditions that are not priced or that lead to uncertainty in the evaluation can lead to rejection, cf. the Public Procurement Regulations § 24-8. Vehicles with characteristics are requested that make them suitable for daily service use, including good capacity, sufficient payload with full furnishing and accessibility suitable for varied operational conditions. The furnishing system shall be functional for handling and separating clean and polluted equipment, and at the same time support safe and ergonomical use in the everyday work. The procurement also includes fixtures that provide appropriate storage and practical access to equipment and work material. Further requirements for vehicles, fitting out, performance and delivery are in the requirement specifications. The stated volume is an estimate and the contracting authority can reduce or increase the scope within the stated procurement regulations. The Norwegian Maritime Directorate's vision for the strategy period 2025-2028 is to be "The Preferred Maritime Administration". The strategy emphasises user orientation, effective use of resources and further development of digital services and work processes. The aim is to deliver modern and available systems that support both internal needs and interaction with the industry and other collaboration partners. To support this work, the Norwegian Maritime Directorate has over time established a service orientated platform - the total architecture - which is central for efficient case handling and digital services. The joint management team is responsible for the further development, operation and error recovery of the case handling systems, the customer surfaces and the subsystems included in this platform. A large part of the team ́s portfolio shall, in the long term, be discontinued, whilst other parts shall be further developed and lifted to a cloud. The work includes i.a. needs analysis, estimation, development, testing, production and close dialogue and cooperation with product owners, professional environments and external cooperation partners (DigDir, Sikri etc.). At the same time, the Norwegian Maritime Directorate is in a transitional phase where the organisation is gradually moving from project based development to a more product orientated organisation. This means that the current team structure can, over time, be organised into different product areas with clearer responsibilities and ownership. The ambition is that this shall contribute to more general priorities, better interaction and a more efficient and professional management and further development of the systems. Norway – Laboratory, optical and precision equipments (excl. glasses) – Equipment for weekend sequencing for the Department of Medical Genetics at UNN HF Tromsø.

The Medical Genetics Department at the University Hospital of North Norway (UNN) intends to procure 1 sequentialator from PacBio to read long fragments of long-read sequencing (DNA and RNA sequencing). The instruments shall be used for diagnostics and shall replace and supplement the current diagnostics based on short-read sequencing (SRS). This is because LRS detects some types of genetic variation better than SRS, e.g. major structural deviations and methylation status. Method transfer shall therefore be carried out from the current SRS to a new LRS for selected medical indications and it is therefore very important that these sequentators deliver a sequence of very high quality and reproducibility. There are several technical specifications that are decisive for achieving the quality we need for this purpose, for example: - The sequencing must be able to carry out sequencing with long read lengths of DNA and RNA for clinical samples. The read length of sequential fragments must at least be median 10-15 kb. At least 90% of the bases must have a quality of Q30 or higher in a typical 30X human genome. The instrument shall be particularly suitable for detecting major structural deviations and methylation status. - The data quality of SNP variants and short parts <50 bp must be at least as good as that achieved by Illumina SRS. This is important so that the analytical sensitivity of the analysis offer is not reduced for these types of variants and that the quality of the analysis offer is not, therefore, impaired for the patient analyses that shall only be carried out on a new long-read sequentator. - Sensitivity and precision must be documented in a reference dataset for the entire genome (i.e. not just the encoded areas in the genome) with the following parameters met: (i) F1 score > 99 % for SNS. (ii) F1 score > 95 % for INDEL's. (iii) F1 score >90 % for structural variants (SV's). (iv) Recall or F1-score for SNVs and INDEL are for technically challenging medical relevant genes (CMRG, as defined in Wagner et al., Nature Biotechnology 2022: https://www.nature.com/articles/s41587-021-01158-1) at least on par with Illumina SRS. High F1 scores (low false positive and negative variant detection) are decisive in avoiding extremely time-consuming and resource-demanding downstream verification of variants/missing cause variants. - Variantcalling to the mentioned standards must be achieved with an average 30X sequencing depth. This is required to avoid the need for deeper sequencing, including duotone readings, in order to achieve the necessary data quality. The need for deeper sequencing will increase the costs and time consumption, which is not acceptable. - Sequence data cannot have systematic bias in basecalling and variant calculation, including in homopolymer areas. Of the above mentioned reasons, PacBio, as far as the contracting authority is aware of, is the only supplier who can fulfil the requirements. Norway – Administrative services for business operations – 463 Framework agreement for the procurement of administrative services

The procurement of administrative services within HR, finance and accounting, project and case processing, as well as analyses for NND and IFE NUK, located in Halden and Kjeller. IFE NUK Kjeller has an option to use the contract before the planned transfer of business, which has the provisional date 1 January 2027. The framework agreement shall contribute to respite the organisation in periods with high workloads and for vulnerability related to manpower. NND shall carry out a transfer of business and take over IFE NUK Kjeller with approx. 200 employees, so that the supplier market must be able to support a business with two locations. The framework agreement shall further ensure NND ́s access to services where there is a need to obtain expertise outside the company's own core competence. The services will apply to both assignment based deliveries and the hire of labour, depending on the need and the at any given time applicable agreements with elected representatives. There will be a need for both individual consultants/consultants and independent teams, with possibilities for both hourly deliveries and fixed price deliveries. NND currently has a framework agreement with one tenderer in several of the disciplines. This contract is about to expire. It is planned to enter into parallel framework agreements where call-off mechanisms shall occur via mini-competitions.
