Norway – Engineering services – BA-26-004-GK Consultancy services for the preliminary project for joint treatment facilities.

Gjøvik municipality has, together with Vestre Toten municipality, prepared a feasibility study for future sewage systems connected to Breiskallen RA at Raufoss and Rambekk RA in Gjøvik. The reason for the study is that the Government Manager, pursuring the EU's sewage directive and pollution regulations, has warned of stricter requirements for emissions of municipal sewage water. As a result of this, major investments must be made in new or upgrades/expanding the existing treatment facility in order for the municipalities ́ sewage services to fulfil these treatment requirements. The government administrator has notified a deadline to fulfil the new requirements by 2031. The conclusions from the feasibility study are that there are considerable costs to save on collaborating on a regional treatment facility. Based on this, gjøvik and Vestre Toten municipalities have decided to cooperate on upgrading and expansion of a regional treatment facility. The two municipalities will now continue to work on establishing a joint treatment facility, as well as a transfer facility between the municipalities through the preparation of a preliminary project in 2026. The treatment facility shall be established in connection with the existing treatment facility at Rambekk in Gjøvik municipality. The plant shall fulfil the current purification requirements for the removal of phosphor and organic matter and expected requirements for purification of nitrogen. The treatment plant shall also be dimensioned so that any sharpened purification requirements of the current parameters can be safeguarded. In addition space shall be set aside for possible quarternary purification in the future. This procurement concerns consultancy services for a preliminary project that is included in a larger project with a combined expected value that exceeds the thresholds in the supply regulations § 5-2. Norway – Software package and information systems – Energy follow-up system (EOS) - cancellation

Trøndelag fylkeskommune (hereafter called the Contracting Authority or TRFK) shall procure a new energy follow-up system (EOS). The current system is Optima, owned by EG Norway and delivered by Entro AS. The annual combined energy use for the properties is in the range of 35 GWh electricity and 25 GWh thermal energy. Any measurements of street lights and or charging installations will come in addition, to the degree that these will be relevant for using this service/delivery. A well-functioning energy follow-up system is decisive for obtaining an overview and control of energy use, optimising operation and uncovering deviations, comparing status and development, as well as for exercising good energy management in the form of economic and environmental operations. Likewise, it is decisive to effectively report energy use to management at different levels in the organisation or to political leadership. Equivalently, it is desirable that EOS shall contribute to an overview of the use of water on the property, waste and any manual reporting of passenger transport. As Trøndelag county is already reporting through, among other things, Miljøfyrtårn and performs complete environmental reporting, it is requested that the new product has options as described in:Automatic report energy use in each building/facility, with an option for manual input where automatic meters are missing. Automatically report water consumption in each building/facility, with an option for manual input where automatic meters are missing. Automatically report waste amounts by type/fraction, with an option for manual entry where automatic meters are missing. Show climate gas emissions in CO2 equivalents connected to the operation of each building and for the entity in total. As far as possible report passenger transport to and from each unit and entity together. Where possible it is possible to integrate with the Contracting Authority's tool for property management and be able to read/write with this system. Where possible, the Contracting Authority can extract data from EOS to its own time series server in order to use data learning/artificial intelligence on the data basis. The competition is for the delivery of electricity to cover the network loss and the obligation to deliver with balance sheets. The procurement ́s value is estimated to: NOK 71,000,000 excluding VAT per annum. The volume is an estimate and is not binding for the contracting authority. See the procurement documents for further information. This procurement is considered to have an immaterial impact on climate and the environment, cf. the Regulations § 7-9, fifth paragraph. The justification for this is that the procurement, besides the procurement of electricity, concerns the procurement of consultancy services/consultancy services where the contracting authority has been cut off from affecting climate and environmental impact, as the requirements and criteria targeting these elements will not have sufficient connection to the delivery, cf. DFØ ́s environment supervisor. The contracting authority has assessed the procurement against the apprentice regulations, cf. the Procurement Act § 7, and concluded that there is no requirement for apprentices in this procurement, as the contract ́s main element does not include work where it is relevant to use labour with vocational certificates, cf. the apprentice regulations § 6 (3). The competition is for the delivery of inspections of buildings that can be affected by construction work, framework agreement. The procurement ́s value is estimated to: NOK 500,000,- - NOK 1,000,000 excluding VAT per annum. The maximum value for the entire contract period, including the expected price increase: NOK 5,000,000/NOK, excluding VAT. The need is uncertain. The volume can vary both up and down and the contract period will depend on, among other things, the contracting authority ́s needs, activities, budgetary situations and other framework factors.
