Norway – Microscopes – The upgrading of a Nikon TIRF microscope.
The procurement is for the upgrading of an existing Nikon TIRF microscope procured in 2018, which is currently included in the NorMIC Imaging Platform at the University of Oslo, Institute of Life Sciences. The existing microscope is in very good technical condition and the contracting authority has assessed that upgrading the existing system is a significantly more cost efficient and resource wise justifiable solution than the procurement of a new microscope system. The upgrade includes integration of advanced functions for single molecule localisation microscopy as well as photostimulation compatible TIRF technology. The execution requires the use of proprietary components, software and firmware developed by Nikon, as well as intervention in the existing optical and technical system architecture. The contracting authority has examined the market and assessed whether there are reasonable alternatives or substituteable systems, but concluded that this is not available. The Contracting Authority considers that the terms for procurement without competition in accordance with the Public Procurement Regulations (FOA) § 13-4 letters b nos. 2 and 3 are fulfilled. There are technical conditions that make competition impossible, partly because: • The upgrade must be fully compatible with the existing Nikon hardware and software, • The integration requires access to proprietary technology and manufacturer specific competence, • Use of another or unauthorised supplier can lead to a risk of loss of functionality, reduced performance as well as loss of warranty and support schemes from the manufacturer. • There are further grounds connected to sole rights and exclusive rights. Inter Instrument AS is an authorised supplier and service partner for Nikon in Norway The contracting authority has also assessed whether the need could be met through a competition for new equipment. Market surveys show that a new TIRF system with equivalent capacity will have a cost limit of approx. NOK 5-8 million. Upgrading the existing system will give equivalent functionality at a significantly lower cost and is therefore seen as a proper and effective use of public resources and environmental considerations. Please note that Russia is no longer covered by the strategy or means under this, in line with Norway's adherence to international sanctions regimes after the Invasion of Ukraine in February 2022. The aim of the evaluation is to gain more knowledge as to whether the Panorama Strategy (2021-2027) has contributed to - a more general, long-term and target-oriented higher education and research cooperation with the strategy countries. - increased quality and relevance in Norwegian higher education, research and innovation through internationalisation, and in connection with business cooperation. The evaluation shall also assess the strategy in light of geo-political developments and how the strategy functions under the current framework conditions, with reference to the Report. Sub-contract 1 includes the contracting authorities Kristiansand municipality, Kristiansand Havn IKS and Kilden Teater and Konserthus IKS. The contracting authorities need to enter into a framework agreement for booked assignments for bus transport. The services concern transport assignments by bus and/or minibus, which are not covered by other public transport agreements. Statistics from the current agreement show that most of the assignment from Kristiansand municipality will be transport of school classes to and from swimming pools. These assignments are within the municipal borders for the relevant contracting authority. Occasional assignments can also be included, e.g. tour assignments, transport of school classes to and from camp stays, transport of different delegations to short and longer assignments, as well as other transport assignments that naturally come under the performance description. Kristiansand Havn IKS needs bus transport by cruise call at other terminals than The Port of Kristiansand, as well as other tailor made assignments for their employees and guests. Other more sporadic assignments may also occur. Kilden Teater og Konserthus [Kilden Teater og Konserthus] needs transport of approx. 80 musicians with instruments for tours 3-4 times a year, mainly domestic, but also occasional abroad. In addition there can be transport of school classes to concerts and rehearsals at Kilden, as well as bussing musicians to schools in connection with DKS projects and outreach activities. Mini buses for smaller ensembles for chamber concerts and projects in the Agder region may also be relevant. Measures: ML1.4.1 Contribute to the fact that a new agreement for public transport shall be ensured as much as possible emission-free vehicles.
