Norway – Interpretation services – Framework agreement - interpretation services for the Deaf, hearing impaired and deaf blinding

Nav invites tenderers to a competition with negotiations in connection with the procurement of a framework agreement for interpretation services for the Deaf, hearing impaired and deaf blind. In accordance with the National Insurance Act, hearing impaired, deaf and deaf blind persons are entitled to interpreter help. The target group of the Deaf, hearing impaired and deaf blind who currently use Nav ́s interpretation service is 2,700 people. The procurement includes interpretation services for persons nationwide in work, education, health and daily life. Nav carries out interpretation services both by using its own permanent employees interpreters and external interpreters. The aim of the procurement is to establish a framework agreement for this part of the need for interpretation services that are not covered by Nav ́s internal capacity. This procurement follows the procedure for negotiated procedure in two stages. The contracting authority will choose which tenderers will be invited to submit a tender among those who fulfil the qualification requirements. This is the qualification phase, documentation for both phases is attached. The framework agreement period is 2 + 1 + 1 years. The procurement ́s total value is estimated to NOK 1,063 billion excluding VAT. The maximum value is 1.38 billion NOK excluding VAT. Norway – Research and development services and related consultancy services – Analysis of the increase in appeals across disciplines at the government manager.

Several county governors have reported a lack of consistency between resources and assignments in several areas over time. Important commonalities in this development are a significant increase in the number of appeals in several disciplines. Statutory assignments such as handling appeals will be at the cost of prevention and development. Processing appeals is important legal security assignments at the county governor. Increased entrance of appeals also leads to increased processing times in several offices, which in themselves pose a risk to legal security. In addition, the large increase means that the government manager must re-prioritise the use of resources for appeals, which is at the cost of preventive work such as supervision and guidance, and the role of competence centre and supporter for the municipalities. The assignment in this procurement is aimed at mapping the reasons for the increase within the different disciplines and identifying measures for handling the appeals procedure: The assignment ́s part 1 is to map the reasons for the increase in appeals. There is a need for structured knowledge on developments in order to implement hit-proof measures. The assignment ́s part 2 is to uncover measures to deal with the development of appeals. The project shall review, assess and propose measures that can contribute to the establishment of a scope of action to handle the development of cases. The tenderer shall submit two separate final reports in accordance with the assignment description for both parts 1 and 2. The assignment will run until 31.05.2027. Norway – Public-telephone services – Procurement of telephony services for the defence sector.

Prequalification for the coming procurement of telephony services for the defence sector Defence Materiel Agency invites tenderers to prequalification for a coming procurement of telephony services for the defence sector. The procurement includes the following areas: Mobile and landline communication platforms and integrations Administration and Self-Service Infrastructure and Technical Operation Coverage Improvement (outdoor and indoor) The services shall support digitalisation of work processes and be technically and operatively robust in stand-by, crisis and war. Tenderers shall be able to adapt the services to changes in volume and needs, including an increased number of users and geographical expansion as a result of the Norwegian Armed Forces long-term plan. A framework agreement shall be signed with one tenderer, who shall cover the need for secure and stable telephony services in the sector. Tenderers wishing to participate in the prequalification must document technical and professional qualifications, financial capacity, as well as the ability to deliver in accordance with the requirements in the qualification documentation. The procurement ́s value Based on the expected development in need and service extent, the estimated total value for the interval IS NOK 364,000,000 – NOK 776 million. The maximum contract value, including all options, is set at NOK 950 million. This value represents an upper financial framework that cannot be exceeded. The contracting authority reserves the right to terminate the framework agreement when the maximum value is reached.
