Norway – Research and development consultancy services – Centre for Research on the Public Disputing

The government has identified a need for a more systematic knowledge basis on developments in the public disputation. In order to follow-up the guidelines in Speech Preparedness – National strategy for an ope and illuminated public disputing, Strategy to steer resistance to disinformation and recommendations of the Freedom of Expression Commission, the government shall establish a research centre that shall contribute with long-term research on the public disputation, including the status of freedom of expression, polarisation and disinformation. According to the plan, the centre shall be established for the period 2026-2030. NOK 5 million, excluding VAT, has been granted for the budget year 2025-2026 for a procurement for the establishment of the centre. For the years 2027-2030, the ministry aims for an annual framework of NOK 10 million excluding VAT for further operation of the centre, subject to the Norwegian Parliament's annual budget processing. The contract ́s value is NOK 5 million excluding VAT, but if the Norwegian Parliament grants NOK 10 million excluding VAT for further operation of the centre in the years 2027-2030, the total value of the contract could be NOK 45 million excluding VAT. Norway – Medical equipments, pharmaceuticals and personal care products – Vestibular rotary chair for the Øre-nasal-throat department at Helse Stavanger HF

The objective of the procurement is to enter into a procurement contract for the procurement of 1 vestibular rotary chair for the Øre-nasal-throat department at Helse Stavanger HF. The rotary chair shall be delivered complete with safety equipment (belts). The contract shall include an option for the following: - Service, cf. Annex 9 - Overview of service levels. - Service course - E-learning programme (if offered) - Video glasses with accompanying software for intended use - Other software modules - Dicom licence code (if relevant) - Pads for offered glasses - Moving the rotary chair to the new hospital - Other lifetime costs (wearing parts/spare parts/maintenance parts/service kits). The options can be KPI-adjusted in accordance with the procurement contract point 4.2 and shall be valid for as long as the rotary chair is in use. Option on e-learning, other software modules, dicom licence code, pads for the offered spectacle system, moving the rotary chair to the new hospital and other lifecycle costs are not included in the total cost evaluation. The rotary chair shall be used for 1) examination of patients with position vertigo, e.g. benign paroxysmal position vertigo (BPPV/crystal psyche) and 2) treatment of BPPV with controlled reposition manoeuvres. It is advantageous that the rotary chair is movable between different examination rooms in order to use the room and personnel capacity in the hospital in the best possible way. Norway – Administrative educational services – 16-UDE-2026 Development and analysis of municipal natural science samples in osloskolen

PURPOSE AND SCOPE The Agency for Education is responsible for the design, execution and return of municipal tests, Oslo tests, in different disciplines/skills at a selection stage in primary and secondary schools. As a part of the work on design, quality assurance, implementation and return of results from the Oslo tests, the Agency for Education wants to enter into an agreement with a professional environment that will be responsible for science from the school year 2026/2027 until the end of the school year 2028/2029 with an option for up to two years. Background The Agency for Education (UDE) has a trial and follow-up plan that is included in a comprehensive work for on-the-go assessment and follow-up of the Students in Oslo. The plan is a part of UDE's system for following up requirements in the law and regulations, including the national quality assessments. The aim of the system is to contribute to quality development in primary and secondary education and increased learning outcomes for the pupils. In addition to regular underway evaluations in the class room, tests and mappings provide useful information on the pupils ́ competence and areas of development. This information shall be actively used by pupils, teachers and school managers to promote learning and ensure early efforts. The trial and follow-up plan includes both governmental tests (government mapping samples and national tests) and municipal tests (Oslo samples). Oslo tests apply for pupils in the 4th and 7th years. These are implemented electronically and re-developed each year. Only one test will be carried out for years 2-5, but the contracting authority has an option for a sample no. 2. Mission UDE would like a professional environment that shall be responsible for the municipal tests in the discipline of rnaturfag. The Consultant shall develop, analyse and follow up the tests in accordance with the requirements in this annex. The contracting authority draws attention to the fact that the estimated value is based on historical data and the expected future need, and includes options. Norway – Software consultancy services – Intention notice for the procurement of services connected to the tool dRofus

Sykehusbygg HF uses the dRofus tool delivered by dRofus AS in its ongoing construction projects. Sykehusbygg Health Trust is preparing a new procurement of tools and services for room function and equipment planning. In anticipation of the new procurement, Sykehusbygg HF intends to enter into an ongoing assistance contract for adapting dRofus software. The contract will be temporary and it will include services such as development, configuration, project adaptation, project support and support in the period from 01.05.2026 until 31.12.2027. Background: Sykehusbygg is owned by the country's four regional health authorities (RHF), which in turn are owned by the state by the Ministry of Health and Care Services. Sykehusbygg is an internal supplier for the regional health authorities and the national health company. Sykehusbygg shall, as an internal supplier, facilitate and contribute to standardisation, transfer of experience, good resource utilisation and resource access in engineering design and construction of hospitals. Construction assignments or contributions to construction assignments shall only be deliverable to the 4 RHFs and their underlying HF as well as parties included in a co-ownership with them. The tool dRofus is used by Sykehusbygg to maintain control of the requirement position, room and function planning, equipment procurements and management of standard systems. Norway – Collection agency services – Framework agreement for debt collection services

The aim of the procurement is to cover the contracting authority ́s need for debt collection services and associated assignments. A significant part of Innovation Norway's business area consists of lending activities. Parts of the portfolio will be subject to breaches, brief or persistent. Between 200 and 250 cases are sent annually to debt collection. The cases are to be sent to a debt collection agency after the second reminder/debt collection notice. It is left to the debt collection provider to continue the receivable work. It shall be possible to report the loan well by the customer paying himself up-to-date. There will also be some other types of cases such as collecting grants and commissions for guarantees, bankruptcy proceedings, etc., innovation Norway care about having a good relationship with its customers. We therefore emphasise that good debt collection practice is emphasised in the case handling. The administration of voluntary repayment schemes with surety is also included in the assignment. Need for assistance with realisation or securing the mortgage can also be relevant in some cases. Long term monitoring is a minor part of the assignment. These are cases where the recection is written off internally, but where follow-up of, primarily, personal debtors shall try to attempt a full or partial refund of the requirement in the longer term. Tenderers must make reporting on loans and interest to the Norwegian Tax Administration for cases on long-term monitoring, as well as sending annual assignments to the customer. Furthermore, there are some cases that must be followed-up in accordance with the Debt Scheme Act.
