1. Background and purpose The project includes completion of ongoing construction work on county road 60 between Blindheim and Flisnes, after the former contractor has gone bankrupt. The aim of the project is to complete planned traffic safety measures and ensure that the facility is completed in accordance with the approved plans and technical requirements. County road 60 is an important main thoroughfare in the area, both as a local access road and as a thoroughfare to the ferry route Magerholm–Sykkylven. The road section has an annual daily traffic (ÅDT) of approx. 11,000 vehicles and the traffic load is expected to increase further as a result of significant residential development in recent years as well as the planned development of new residential areas along the stretch.1.1 Site inspection the Contracting Authority invites tender conferences and site inspections in connection with the above mentioned procurement. Norway – Theatre construction work – Stage machinery Studioscenen

The tender contest is for the replacement of the upper stage machinery at Studioscenen at Dansens hus in Oslo, according to the Technical Specification. The current system is nearing the end of its lifetime. In addition, the system is limited in functionality, lacks positioning and load monitoring, and does not meet the current security requirements. Other targets for the upgrade include: * Several options/points for suspension. * Simple changes and shorter restructuring time between productions. * Better working environment. It shall not be necessary to use a lift to move hoists or suspension points. * Possibilities for movement during performances. The project consists of two parts: 1. Construction work consisting primarily of changes to the steel structure in the roof as well as moving building technical installations. 2. Engineering design, production and installation of the stage machinery. Each project part is a turnkey contract where the turnkey contractor has the full responsibility for engineering design, planning, production, installation, testing, training and documentation. This competition is for project part 2, delivery of the stage machinery. The planned solution is based on a system with traditional stage features with the addition of point stretches. There will be up to 16 stage covers, 2 side covers and 4 courts for a variable number of concentrated stretches. The pulley rods are to be carried by four steel wires or steel band. A steel construction dedicated to the stage machinery will be installed by another contractor. The existing HEA beams will be disassembled. Eight new beams will be assembled in the hall ́s longitudinal direction, placed so that four are used for stage stretches and four for concentrated stretches and/or other temporary equipment. The machinery will be located above the balcony on one side of the stage. A dividing wall will be set up to create an engine room and screen for sound between the winches and the stage. The entire system, including the pulleys and control system with security functions, shall be constructed in accordance with the norm NO-EN 17206 "Event technology, machinery for stages and other production areas, Safety requirements and inspections". The installation shall fulfil relevant EU directives, including directives for machines, low voltage and EMC. Norway – Research and development services and related consultancy services – Procurement - Strategic foresight in regard to: the exam scheme and stance assessment.

In 2025, the Norwegian Directorate of Education and Training (Udir) received a comprehensive assignment from the Ministry of Education and Research (KD) to examine a safer and improved exam scheme in sixth form education. The aim of the KD assignment is to develop a sustainable exam scheme that tolerates change, which reduces risk and reduces costs. In addition the desired effect for the target groups is that the assignment from KD shall ensure a good connection with curricula in the subject(s) and that the quality principles in the framework for exams are adhered to. The background for the assignment from KD is, among other things, that the exam scheme in the last 5-6 years has been marked by a number of concurrent changes and events that affect the complexity and risk of the exam, including: Implementation of new curricula, as well as the need to further develop the content and format of exam development and introduction of a new digital systemPandemienInduction of KI in societySelv if the exam is the assignment from KD's main focus. Must also be seen in the context of the stance assessment: The exam character and the stance character have the same purpose, i.e. an expression of the pupil's competence at the end of the training in the subject. The connection between these two schemes is significant for the future final evaluation scheme in disciplines, including the role of the exam. This is detailed in 5.1.The review of the assignment from KD lasts for several years and will assess all aspects of what is currently a very complex system, but also how the exams should be in the future. The Norwegian Directorate for Education and Training has therefore appointed an internal work group that shall work on a strategic forward process in relation to the assignment from KD. Strategic foresight is about combining analyses of long term trends and possible futures with inter-disciplinary cooperation and anchoring. The foresight methodology can function as an important tool for navigating uncertainties and identifying possibilities. Udir will use the methodology in relation to the assignment in this procurement, given the complex character of the exam system, as well as uncertainties connected to the future of the exams. The tenderer shall assist Udir's internal work group in identifying driving forces for the final assessment as well as developing future scenarios by utilising the foresight methodology. See further description in point 1-3 under point 5.2 below. The mapping of driving forces shall take place in cooperation with different groups of interested parties. The interested parties, for example, include the different interest organisations connected to the education field, as well as other interested parties such as counties, the Government Manager, professional environments, suppliers of technical systems etc. The forwarding work is limited to apply to a study preparatory education programme and joint subjects in sixth form education. The assignment shall be implemented by 1 July 2027. The cost limit for the procurement is NOK 2.4 million excluding VAT. The contracting authority would like an option for an extension and extension of the assignment for 1 year, see point 5.4. The option is for exams in vocational subjects. A comprehensive description of the delivery is given in points 4 and 5 below. The Directorate for Radiation Protection and Nuclear Security (DSA) shall enter into an ongoing service contract for canteen operations in DSA ́s premises in Østerås in Bærum municipality. Address: Grini Næringspark 13, 1361 Østerås.The service includes daily operation of DSA's canteen, including regular lunch offers for employees and guests and delivery of meeting food. The delivery can also include serving at major events. The Contracting Authority can, if needed, ask the Tenderer to offer stand-by services connected to the canteen operation. Employees should find that they get a good offer at a reasonable price, which ensures that as many employees as possible want to use the canteen offer. The canteen offer shall be built on food enjoyment, freedom of choice and variety and follow the health authorities' dietary recommendations. The contracting authority also aims at ensuring that the canteen service is climate friendly. See the attached requirement specifications for further guidelines and the requirements for the operation and tender. A contract shall be signed with one tenderer and the canteen is wanted to be in full operation from 1 October 2026.The customer encourages potential tenderers to carry out a site inspection of the canteen premises to ensure that the tender is adapted to the actual conditions in the best possible way. Regarding the achievement: The Norwegian Defence Estates Agency needs support for various assignments within surveying services as well as the processing of geographical information connected to the construction projects at the defence bases in Norway.Amongst the construction projects are infrastructure, hangars, quarters and other buildings. The Norwegian Defence Estates Agency will need continuous imports into The Norwegian Defence Estates Agency's digital systems in the contract period. The assignments will be to receive ground from the contractors, the control volume for submitting to the Norwegian Defence Estates Agency ́s map database, implementation of the necessary surveying on behalf of the Norwegian Defence Estates Agency, etc. Surveying using drone flying is likely to be relevant as well. From the start of the framework agreement there will already be a need for the presence of surveyors over time at the air stations at Evenes, Ørland and Værnes.Locations with particular priority when sufficient capacity is requested from tenderers are Bardufoss, Andenes, Evenes, Ørlandet/Værnes, and Rygge.During the execution of the contract, the consultant can have access to screening information or objects in accordance with the Security Act. Persons who shall have access to the security cleared information must be security cleared before they can be qualified for screened, secret information. The framework agreement shall be signed with 1 (one) tenderer. The framework agreement shall cover the Norwegian Defence Estates Agency ́s need for land surveying services nationwide. The framework agreement will be valid for 2 years, with an option for an extension for up to 1 (one) year at a time, up to 5 (five) times, maximum duration of 7 (seven) years. Based on previous procurements and current needs, the framework agreement ́s estimated value, including all options, is NOK 100,000,000 excluding VAT. Due to considerable uncertainty connected to defence political processes during the framework agreement period, the maximum value of the framework agreement, including all options, is NOK 200,000,000 excluding VAT. The framework agreement will not be exclusive. The contracting authority reserves the right to enter into contracts with other tenderers, where the Contracting Authority deems this appropriate. Tender management: The Norwegian Defence Estates Agency invites tenderers to submit an application for prequalification for a competition with negotiations (two stage procedures). The competition will be held in two stages. Tenderers who would like to participate in the competition must first submit a request to participate in the competition by the deadline stated in Mercell. Tenderers shall submit the requested information and documentation in accordance with point 11 in the document "Qualification Documentation (FOSA over EEA)". As this is a two stage procedure, a complete tender shall not be submitted for this stage in the competition. The tender documentation is attached. All qualification applications must be submitted electronically via the Mercell portal, www.mercell.no by the deadline for submission. It is recommended that the qualification application is delivered well before the deadline expires. If a tenderer would like to change the submitted qualification application, this can be done by opening the qualification application, making any changes and re-submitting it until the deadline expires. The last submitted qualification application is regarded as the final qualification application. Tenderers shall fill in the electronic self-declaration form (ESPD), which is incorporated as a part of the process when submission in Mercell. The Norwegian Defence Estates Agency draws attention to the fact that ESPD shall be delivered in certain cases from cooperating suppliers and from sub-suppliers. If it is stated in the tender documentation that the qualification requirements shall be documented (e.g. reference projects), the documentation must be uploaded in Mercell in a separate annex.
