Norway – Food, beverages, tobacco and related products – Liquid dairy products

The Contracting Authority hereby invites tenderers to a competition for a contract for the procurement of liquid dairy products. The contracting authority shall enter into a framework agreement for the procurement of liquid dairy products and a 200L H-milk mini tank. The contract shall be valid for 2 years, with an option for an extension for 1+1 year. The procurement is divided into 2 groups, and each group shall be evaluated individually. Tenders can be submitted for one or both groups. Group 1 Liquid dairy products: It is expected that the products stated in annex 2 price form (the contract assortment) will cover most of the contracting authority ́s needs in the contract period. Several are volume products and others are included to show the breadth of the need. The contracting authority will focus heavily on assortment management, but if needed in the contract period, the contracting authority shall be able to add new/replace products in the price form. The stated volumes are only set to compare the tenderers and are not binding for the contracting authority. Estimated value: Fredrikstad kommune: The procurement ́s value is estimated to BE NOK 5-7 million excluding VAT per annum. The maximum value for the entire contract period of four years is NOK 29 million excluding VAT. The estimated value shall be seen as a guideline and is not binding for the contracting authority. The volume can vary both up and down and the contract period will depend on, among other things, the contracting authority ́s needs, activities, budgetary situations and other framework factors. Hvaler kommune: The procurement ́s value is estimated to NOK 300,000 - 400,000 excluding VAT per annum. The maximum value for the entire agreement period of four years is NOK 1.7 million excluding VAT. The estimated value shall be seen as a guideline and is not binding for the contracting authority. The volume can vary both up and down and the contract period will depend on, among other things, the contracting authority ́s needs, activities, budgetary situations and other framework factors. The price for the group is to be stated in accordance with the award criteria point 1. The procurement documents are otherwise the same for both groups. The contracting authority reserves the right to make procurements outside of the contract when the objective is training, work training and/or other special needs at the contracting authority. The contracting authority has/will also enter into a framework agreement for internet based grocery trading, where the same products will be included. The framework agreement for internet based groceries is designed to cover the need for small orders, broken packages and quick delivery. The contracting authority's locations are stated in Annex 7 Cinema kiosk in Fredrikstad municipality, which is not included in this agreement. Group 2: 200L H-milk mini tank The contracting authority shall enter into a framework agreement for 2 years with an option for an extension for 1+1 year for a 200L H-milk mini tank. The procurement ́s value is estimated to be NOK 500,000 - 700,000 excluding VAT per annum. The maximum value for the entire contract period of four years is NOK 3.3 million excluding VAT 200L H-milk mini tank is a separate group that can be given a price separately in annex 2 price form. A separate framework agreement will be signed for a 200L H-milk mini tank. Fredrikstad municipality ́s central kitchen is the only user of this product. If tenders are submitted for this group, prices are to be filled in in annex 2 price form and a separate form for vehicles is to be filled in (annex 3b). The procurement documents are otherwise the same for both groups. The evaluation for this group is done outside of Mercell.The contracting authority reserves the right to cancel the competition if the submitted tenders are higher than budgeted or awarded funds. Norway – E-learning services – 1-UDE-2024 Dynamic procurement scheme for digital teaching aids in the Schools of Oslo (USE)

The objective of the procurement is to enter into an agreement for the procurement of digital teaching aids and teaching resources for the Oslo School. The purchasing system has previously been announced on Doffin/TED and is being re-announced to continue the scheme in Oslo municipality ́s new KGV. See the attached qualification documentation for further information. The Oslo School has participated in a R&D project together with KS since 2017. the R&D project ends in its current form in summer 2024. In order to achieve autonomy and freedom of methodology in the choice of teaching aids, a use-based payment model is required where schools have access to all products and pay in arrears in arrears in accordance with actual use. Digital teaching aids and teaching resources consist of a market that is constantly developing. To a small degree, traditional approaches cover the schools ́need for flexible access to a wide range of teaching aids. The aim is also that an overall ecosystem shall make the procurement process of digital teaching aids and learning resources easier for school owners and more in line with the needs of the schools and pupils. The dynamic procurement scheme is for continuous delivery of digital teaching aids (freestanding or as part of teaching aids/learning universe), teaching resources, resource banks (news, pictures, movies, audio, music, etc.), teacher guides, teacher resources, assignment/trial collections and mapping tool with accompanying teacher overview, glosses, etc. that are delivered over the internet ("Software-as-a-service") for teaching purposes. The agreement also includes digital books and installed apps with Feide sign-in for teaching purposes. The diagnostic tool, which requires special competence to use, is not included. Digital services, which only have a functionality for delivering teaching aids that shall be physically implemented, are also not included. The agreement does not include the purchase of services that do not have Feide sign-in, including apps for iPads that are purchased via the App Store/Apple School Manager. Norway – Works for complete or part construction and civil engineering work – Contract - 420768 Fossumdalen stage 5-6, Pipeline route.

"Fossumdalen stage 5-6 - Ledningstrasé" is part of a larger water and sewage project in Trondheim municipality that has run, and shall run, over several stages. The aim is to reduce the amount of overflow supplied to The River Nidelva from the sewage network by establishing a separated main stem for W&S from the sewage zone Lerkendal where surface water is led to the River Nidelva, and waste water is fed by a self-fall to Høvringen treatment facility. In "Fossumdalen stage 5-6, Ledningstrasé", the existing overflow (OP04) shall be established in "Fossumdalen stage 4" connects to the Høvringen sewage tunnel via a diving pipeline under the River Nidelva with a flushing magazine. The pipeline installation starts with drilling rock from the west side of Osloveien south of Stavne to Høvringen sewage tunnel. Under osloveien, a sewage pipeline is laid through a completed freighter and dug a ditch to the east between the properties in Sivert Dahlens veg. Pipelines that controlled drilling will be executed under the River Nidelva to Valøya. Over Valøya and up to Valøyslyngen, pipelines are to be dug in a ditch. Pipelines in valøyslyngen shall be executed in an increased dimension, which together with the existing volume in the existing sewage pipeline upstream OP04 (new overflow) functions as flushing magnet for the diving line. The flushing magazine shall be emptied via a flush manhole and the facility shall be adapted for the supply of water from the municipality ́s water pipelines. A new water and sewage system shall also be constructed from OP04 (a new overflow) to the junction of Alfred Larsens gate and Valøyslyngen. From the junction of Alfred Larsens gate and valøyslyngen, a new water pipeline will be laid in the same route as the existing water pipeline to Holtermanns road. The following turnkey contracts will be transported to the general contractor:1 "Fossumdalen stage 5-6 - Sewage pump station" (the existing sewage pump station APS is replaced by a smaller and more modern sewage pump station APS04.2 "Fossumdalen section 5-6, HVAC, management and automation"The general contractor will take over, among other things, the engineering design and coordination responsibility for these two turnkey contracts. As part of "Fossumdalen stage 5-6, Ledningstrasé", a sheet box shall be prepared for a sheet box for setting down the new APS04, and the existing Water and Sewage will be connected to the new APS04.
