Norway – Economic impact assessment – Assessing the Nature-Related Dependencies and Impacts, Risks and Opportunities of Norwegian State-Owned Enterprises (SOEs)

1.2 Purpose and scope of the procurement The purpose of the procurement is to better understand the nature-related risks and opportunities faced by enterprises in which the state has an ownership share, the steps these companies are taking to manage nature-related risks and opportunities, and what are currently considered best practices in this area. The following scope of the procurement has been identified, as further described in appendix 1: i) Screen the nature-related dependencies and impacts, risks and opportunities of 16 Norwegian state-owned enterprises (SOEs). ii) Identify best practice related to identifying, managing and reporting on nature-related dependencies and impacts, risks and opportunities, and iii) Carry out a detailed assessment of the nature-related dependencies and impacts, risks and opportunities of 4 - 8 SOEs and actions taken by these companies to identify, manage and report on these, as well as recommend next steps. The procurement consists of part i) and ii) of the scope above, while part (iii) of the scope above is an option. As explained in section 5 and appendix 5, the price offer for the Assignment should be a fixed price for encompassing both parties i) and ii), while the price offer for part iii) (the Option) should be a fixed price per enterprise assessment. The value of the total procurement (including the Option) is estimated to a range between NOK 2 million excl. VAT and NOK 4 million excl. VAT. Norway – Laboratory, optical and precision equipments (excl. glasses) – Intention Notice-Multi-scalar Imaging System

The Fluid Mechanics group at NTNU wishes to extend our existing flow measurement capabilities to include the ability to simultaneously measure heat-release/temperature/species (scalar) fields in reacting flows with a new dual LIF system. We currently have a two stereoscopic PIV systems from LaVision GmbH which comprise of 2 low-speed lasers (10 Hz), 4 (25Mpx) PIV cameras and 3 (5Mpx) sCMOS cameras, frame grabbers, acquisition PCs, the timing and triggering units and the PIV acquisition and processing software. We now require integration of a high power LIF system that can measure multiple species. We wish to purchase a dual laser induced fluorescence (LIF) system for minibuses diagnostics (OH and NH PLIF)) which needs to also be integrated with existing equipment in the Thermofluids research group at NTNU. The system must provide two separate dye lasers and two pump lasers, where one of the pump lasers must be able to provide at least 50-60 millijoules of energy per pulse in the ultraviolet (for OH-PLIF) whereas the second pump laser must be able to deliver 25-30 millijoules of energy per pulse. Image intensifiers and cameras, power meters, optics, acquisition and software that is compatible with our existing systems must be included. For this reason, we need to purchase it from the same manufacturer as our existing laser systems (due to the hardware we cannot integrate LaVision equipment with their competitors' systems, and vice versa). Purchasing a similar system from another supplier would result in duplications of much of the hardware already in our laboratory but without the compatibility of combining the new hardware with our existing equipment to make a larger system with multiple lasers and cameras to perform simultaneous measurements. Integration with existing systems is essential to several ongoing projects funded by the EU. It is thus imperative that we purchase the new systems from the original supplier.
