Norway – Chemical products – Framework agreement for the procurement and delivery of coagulants for water treatment.
VAV coagulant that is certified by the Norwegian Food Safety Authority for water treatment is required in order to deliver clean drinking water to Oslo city. The need for coagulants is estimated to be approx. 2,000 tons per annum. The agency will enter into a framework agreement with one tenderer. The agreement is exclusive. The maximum value of the framework agreement is NOK 100,000,000 excluding VAT for the entire contract period. The estimate was made based on historical figures and the expected future use in accordance with the Contracting Authority's best judgement. The specific call-offs depend on the department ́s changing need in the contract period. Emphasis is put on the fact that the contract does not carry any purchasing obligation for VAV. The objective of the procurement is to enter into a framework agreement for leasing drink vending machines that deliver hot drinks and water to most of our office locations and a service agreement for the operation, repairs and maintenance of the equipment. The contract also includes the procurement of associated products. The contracting authority would like to ensure that employees at the office locations have access to tasty drinks from reliable vending machines that are simple and intuitive to operate. The vending machines shall contribute to a good user experience in everyday life, with easy access to coffee and other hot drinks. The cooperation between the contracting authority and the tenderer shall be characterised by efficiency and system orientated dialogue. Enquiries and orders shall be handled smoothly, and it shall be easy for the customer to follow-up the contract, including an overview of leased vending machines, costs connected to purchases of goods and service assignments, as well as follow-up of sustainability requirements. Maintenance and dry cleaning of vending machines shall be able to be carried out easily and without significant time spent for the contracting authority ́s employees. It shall also be easy to have service and repairs carried out at all locations included in the contract. The contracting authority reserves the right to make minor, not significant changes to this basis before tenderers are invited to submit a tender. The contracting authority reserves the right to cancel the competition, i.a. in connection with budgetary coverage and political approval. This procurement is considered to have an immaterial impact on climate and the environment, cf. the Regulations §7-9, fifth paragraph. The justification for this is that the procurement concerns the procurement of digital services where the nature of the procurement means that the contracting authority has been cut off from affecting climate and environment, as the requirements and criteria that are aimed at these elements will not have sufficient connection to the delivery, cf.
