Norway – Drinks dispensers – Framework agreement for leasing drink vending machines, service and the accompanying consumables (1).

The objective of the procurement is to enter into a framework agreement for leasing drink vending machines that deliver hot drinks and water to most of our office locations and a service agreement for the operation, repairs and maintenance of the equipment. The contract also includes the procurement of associated products. The contracting authority would like to ensure that employees at the office locations have access to tasty drinks from reliable vending machines that are simple and intuitive to operate. The vending machines shall contribute to a good user experience in everyday life, with easy access to coffee and other hot drinks. The cooperation between the contracting authority and the tenderer shall be characterised by efficiency and system orientated dialogue. Enquiries and orders shall be handled smoothly, and it shall be easy for the customer to follow-up the contract, including an overview of leased vending machines, costs connected to purchases of goods and service assignments, as well as follow-up of sustainability requirements. Maintenance and dry cleaning of vending machines shall be able to be carried out easily and without significant time spent for the contracting authority ́s employees. It shall also be easy to have service and repairs carried out at all locations included in the contract. The procurement shall ensure sustainability requirements at all levels and in all links to the value chain, and contribute to the contracting authority ́s goal of responsible consumption and environmentally friendly systems. Norway – Financial consultancy, financial transaction processing and clearing-house services – Advisory services for large prize winners

Norsk Tipping would like to enter into a framework agreement for Advisory services for large prize winners. The aim of the contract is to have a neutral and independent cooperation partner to offer guidance to anyone who wins prizes over NOK 2 million. The service is voluntary for the prize winner, but Norsk Tipping wants to ensure that those who want it get sufficient information and good advice connected to winning a larger cash prize. At the same time, it is important that the winner understands different aspects of winning a bigger prize, so that they experience safety in their new situation and get the most enjoyment of the cash prize. The requested service is mainly economic and legal guidance. Tenderers shall not give concrete advice on cash placements in named and specific objects. The focus is on advice on a suitable general basis. I.e. the guidance shall be individual and take the starting point in each individual's life situation, personal finances, wants/needs as well as the size of the premium. Tenderers must also be able to identify any need in other areas, such as media management, communication with the environment in general, security questions or psychosocial conditions. Norway – IT services: consulting, software development, Internet and support – ERP system for the municipalities Fitjar, Bømlo and Stord.

The competition is for the delivery of an ERP system that comprises finance, pay, HR and procurement for the municipalities Fitjar, Bømlo and Stord, delivered as the target. The licence shall also be able to be used by all associated works, which shall be communicated for a quarter time leading the accounts for – to the church church joint council/parish, municipal supervisory board (KF), municipal co-operation (KO) and intermunicipal company (IKS). participants in the procurement: Fitjar, Bømlo and Stord municipalities. The value of the procurement is estimated to be above the EEA threshold. The volume is an estimate and is not binding for the contracting authority. See the procurement documents for further information. A draft of the tender documentation is attached to this qualification documentation. The contracting authority reserves the right to make minor, not significant changes to this basis before tenderers are invited to submit a tender. The contracting authority reserves the right to cancel the competition, i.a. in connection with budgetary coverage and political approval. This procurement is considered to have an immaterial impact on climate and the environment, cf. the Regulations §7-9, fifth paragraph. The justification for this is that the procurement concerns the procurement of digital services where the nature of the procurement means that the contracting authority has been cut off from affecting climate and environment, as the requirements and criteria that are aimed at these elements will not have sufficient connection to the delivery, cf. DFØ's environmental supervisor. The contracting authority has assessed the procurement against the apprentice regulations, cf. the Procurement Act §7, and concluded that apprentices are not required in this procurement as this is considered disproportionate. This is an ERP delivery where large parts of the contract are connected to costs and the hire of shooting debris from external parties. Such a delivery requires specialised competence in system development, finance, HR and project management, and is normally carried out by persons with higher education or equivalent experience - not by skilled workers with a teaching contract.
