In several contexts, the Ministry of Energy (ED) needs to make independent assessments of and assistance with the work on various problems connected to the energy and power market and assessments of various measures in the energy area. In such connections, ED may require external assistance. It will be important to have a high professional level within power and energy market analysis, access to and experience with energy and market models, as well as high competence in socio-economic analyses. Good insight into the different technical and economic qualities of the Norwegian and European power and energy system is an advantage. Based on this, ED would like to enter into parallel framework agreements with three and up to five different tenderers. The award of individual contracts within the framework agreement will be awarded in accordance with the mechanisms described in annex 2, waterfalls and mini-competitions. There is a large thematic breadth in the framework agreement. Tenderers are encouraged to use sub-suppliers who have the necessary additional competence. When using sub-supplier(s), the contracting authority requests that the tenderer fill in Annex 4 and enclose the information described in point 3.12. The framework agreement will be valid for 3 years from when it is signed, with an option for an extension for a further 1 year (3+1). Based on previous years' experience, a cost limit of approx. NOK 1 million to NOK 5 million excluding VAT per annum is estimated, totalLING NOK 20 million excluding VAT over the entire four year contract period (including the option). This estimate is non binding from the contracting authority and the call-offs on the contract can be higher/lower per annum depending on the need that occurs in the contract period. The intention is that the framework agreement shall cover ED ́s need for assistance with the work on different problems within the energy and power market field, but without any obligation to purchase. The building will be a workplace for approximately 1,600 employees and 1,600 students. The excavation and groundwork started in the second quarter of 2019 and is scheduled for completion by the end of 2026. Here, various academic communities will work interdisciplinary to develop new solutions to major challenges in health and sustainability with access to the best and most modern equipment required to conduct world-class research, teaching and innovation. STEMvisionStatsbygg intends to enter a contract without prior announcement with StemCell technologies for the acquisition of a STEMvision, an instrument to perform standardised scoring and automated colony counting for hematopoietic progenitor colony-forming unit (CFU) assays, and a Robosep-S, a fully automated cell extractor that uses immunomagnetic technology to isolate cells. STEMvision: the research group regularly performs hematopoietic colony-forming unit (CFU) assays to study human stem and progenitor cell functions. Through professional expertise in the laboratory, as well as research done online, we find that STEMvision is the only system with the following characteristics:A bench-top fully automated imaging and colony counting system designed specifically for automatic hematopoietic progenitor cell (HPC) colony-forming unit (CFU) assays with automated digital image capture and specialised analysis software to analyse and classify complex blood stem cell colonies. STEMvision does the complete analysis automatically in 1-2 minutes per sample, with a permanent record of the analysis. Through professional expertise in the laboratory, as well as research done online, we find that RoboSep-S is the only system with the following characteristics:A fully automated tabletop cell extractor that performs simultaneous cell isolations for up to 4 samples using the same (i.e. the same protocol applied for up to 4 different samples) or different protocols. Fully automated sequential isolation of up to 4 cell types - sequential isolation means that more than one cell type can be isolated from the same starting sample without any manual action between the fractions. Column-free and tubing free isolation using 4 magnets that support both positive and negative selection of target cells.
