Norway – Research and development services and related consultancy services – New Procurement - Strategic Foresight in regard to the exam scheme and stance assessment.

In 2025, the Norwegian Directorate of Education and Training (Udir) received a comprehensive assignment from the Ministry of Education and Research (KD) to examine a safer and improved exam scheme in sixth form education. The aim of the KD assignment is to develop a sustainable exam scheme that tolerates change, which reduces risk and reduces costs. In addition the desired effect for the target groups is that the assignment from KD shall ensure a good connection with curricula in the subject(s) and that the quality principles in the framework for exams are adhered to. The background for the assignment from KD is, among other things, that the exam scheme in the last 5-6 years has been marked by a number of concurrent changes and events that affect the complexity and risk of the exam, including: Implementation of new curricula, as well as the need to further develop the content and format of exam development and the introduction of a new digital systemPandemienInduction of KI in societySelv if the exam is the assignment from KD's main focus. Must also be seen in the context of the stance assessment: The exam character and the stance character have the same purpose, i.e. an expression of the pupil's competence at the end of the training in the subject. The connection between these two schemes is significant for the future final evaluation scheme in disciplines, including the role of the exam. This is detailed in 5.1.The review of the assignment from KD lasts for several years and will assess all aspects of what is currently a very complex system, but also how the exams should be in the future. The Norwegian Directorate for Education and Training has therefore appointed an internal work group that shall work on a strategic forward process in relation to the assignment from KD. Strategic foresight is about combining analyses of long term trends and possible futures with inter-disciplinary cooperation and anchoring. The foresight methodology can function as an important tool for navigating uncertainties and identifying possibilities. Udir will use the methodology in relation to the assignment in this procurement, given the complex character of the exam system, as well as uncertainties connected to the future of the exams. The tenderer shall assist Udir's internal work group in identifying driving forces for the final assessment as well as developing future scenarios by utilising the foresight methodology. See further description in point 1-3 under point 5.2 below. The mapping of driving forces shall occur in cooperation with different groups of interested parties. The interested parties, for example, include the different interest organisations connected to the education field, as well as other interested parties such as counties, the Government Manager, professional environments, suppliers of technical systems etc. The forwarding work is limited to apply to a study preparatory education programme and joint subjects in sixth form education. The assignment shall be implemented by 1 September 2027. The cost limit for the main assignment is NOK 1.2 million excluding VAT. In addition the contracting authority would like to enter into an option for an extension and extension of the assignment for 1 year, see point 5.4. The option is for exams in vocational subjects. Norway – Research and development services and related consultancy services – Analysis of the Health Platform

The Ministry of Health and Care Services would like an analysis of the Health Platform following up the Storting's decision: "The Norwegian Parliament asks the government to ensure that an independent, limited analysis is carried out so that the aim of the analysis shall be learning for equivalent projects and further improvement and further development of the Health Platform. This is to ensure the interaction, quality and efficiency goals in the services at all levels. The implementation and organisation of the analysis shall not affect ongoing improvements and further development of the Health Platform. The analysis shall refer to the existing knowledge basis." The aim of the analysis shall be learning for equivalent projects and further improvement and further development of the Health Platform. The objective is two parts: Part one focuses on the learning and improvement dimension for other equivalent projects. • Equivalent projects are to be understood as digitalisation projects in the health and welfare sector, but other sectors can also be relevant. We will use DFØ/the Project Wizard ́s definition of a digitalisation project. • The analysis shall emphasise what promotes and inhibits interaction and sharing of data across actors and levels. • The analysis shall point out the areas that have a value for learning, and identify and analyse the mechanisms that caused the known risk factors to have such major consequences. Furthermore, the analysis includes learning from all phases of a digitalisation project, including the procurement phase. • The analysis shall take the starting point in the targets of interaction, quality and efficiency in the services at all levels. • The analysis shall emphasise what promotes and inhibits interaction and sharing of data across actors and levels. Part two is about the Health Platform and is limited to • Improvement and further development of the Health Platform, and is not a decision basis for whether the Health Platform shall be discontinued or not. • See this part of the analysis for a programme for user friendliness and optimisation organised by the Health Platform. Norway – Systems and technical consultancy services – Intention notice - Norkart e-Tax and e-Fees

The contracting authority intends to procure a comprehensive, digital system for the management of property taxes and municipal fees. The procurement is for the systems Comtek eSkatt and Komtek eGebyr. Komtek eSkatt is a trade system that supports the entire process for property taxes, including valuation, case handling, committee processing, publication of decisions and communication with residents. The system automates central work processes and updates the ongoing valuation basis based on, among other things, changes in the land register and retrieval of the wealth basis from the Norwegian Tax Administration. Komtek eGebyr is a joint fee module that connects property, owner, trade data and fee regulates. The system automatically calculates and updates fees based on changes in the trade data, and produces the completed invoice basis for the municipality ́s finance system. This ensures correct fee calculations, better control and reduced need for post-inspections. The systems are closely integrated and together constitute a complete platform for handling property taxes and municipal property fees. Comtek eSkatt presupposes the use of Comtek eGebyr and the systems are designed to function together as one connected system for case handling, fee calculations and invoicing. If no objections are received within 10 days from the publication of this notice, the Contracting Authority will enter into a contract with the above mentioned tenderer, at the earliest, from 24.04.2026. Any objections to signing the contract without a competition must be submitted in writing and the contracting authority will be available within 10 days from publication. Norway – Transport services (excl. Waste transport) – 26168 (2026-122) Transport services - Coach services, framework agreement.

The competition is for a framework agreement for transport services: Bus transport to Eidsvoll, Gjerdrum, Nannestad, Hurdal, Nes and Ullensaker municipalities. Most of the service will be transport of pupils to and from all pupils, as well as transport of pupils to and from school camps. In addition the service will include general transport of groups to different purposes. The procurement ́s value is estimated to: NOK 8,000,000 excluding VAT per annum. The maximum value for the entire contract period, including any options and expected price rise: NOK 40,000,000 excluding VAT. The need is uncertain. The volume can vary both up and down and the contract period will depend on, among other things, the contracting authority ́s needs, activities, budgetary situations and other framework factors. See the procurement documents for further information. The contracting authority reserves the right to cancel the competition, i.a. in connection with budgetary coverage and political approval. APPRENTICE: The contracting authority has assessed the procurement against the Public Procurement Act § 5h and concluded that there is no requirement for apprentices in this procurement as it is considered disproportionate, cf. §5h (4) as it is seen as disproportionately for the content, extent of the work and the following reasons: * There is a need for specialised competence that an apprentice cannot be expected to hold. We point out that the driver must be over 21 years old and have driver's rights in class D1, D1E, D or DE for passenger transport. * The works are normally carried out by only one person. We point out that there is normally only one driver on buses, and with the use of an apprentice it is presumed that the tenderer has an additional driver to follow up the apprentice. * The work assignments are not considered suitable for apprentices due to the nature of the work and requirements for health, safety and the environment. We point out that passenger transport will mainly be carried out by children, which requires extra focus on safeguarding passenger safety.
