Norway – Cleaning and sanitation services – 111-BYM-2025 - Procurement of an agreement for the operation and maintenance of public toilets.

The Agency for Urban Environment ́s current operational contract for public toilets expires in April 2026. As of December 2025, the operational agreement comprises 14 toilets and two summer open pissoars (see annex 1.1). The tenderer must take into account that the number can increase during the contract period, but also that it can be reduced. We anticipate that the likelihood is greater that the number will be increased than that it decreases. The 14 public toilets included in this agreement are distributed over large parts of the city and are of different models. Seven Heyerdahl toilets are located at the following places: Myraløkka, St. Hanshaugen, Sofienbergparken, Slottsparken, Youngstorget, Stortorvet and Rådhusbrygga. Three Liberté toilets are located at Eidsvolls plass/Spikersuppa. This is an art installation where normal toiletry is included as a part of the work, whilst the actual art installations are administered by a third party. The Agency for Urban Environment has established toilets at the following places: Christian Klosters plass (Momek), Klosterenga (Danfo), Jordal (Raw Concrete), Vekta Nedre Foss (in existing buildings that were previously grain weight). Two summer open pissoars on the Fight: one at Kampen park and one at Kampen Church. See annex 1.1 - overview of toilets and annex 1.2 - map of toilets. Norway – Health and social work services – (2025-9257) Residential and welfare services in rural surroundings (farms), framework agreement

The competition is for a framework agreement for the delivery of residential and welfare offers for users with psychological function failures and/or additional problems in rural surroundings (farms). The aim of the contract is to regulate legal and practical conditions regarding the procurement of places in residential offers on farms or equivalent for persons with mental health failures and/or milder additional problems. The service shall provide a complete tender in the form of a residence with 24 hour care services as well as an option for employment during the day under the auspices of the farm. The resident ́s resources shall, through stays in residential offers on farms or equivalent, be strengthened in a way that reduces the need for more serious intervention at a later date. The objective of the resident is through targeted measures and activities to achieve increased stability related to illness and life conduct. The participants in this framework agreement are the following legal entities (the Customer): - Flesberg municipality - Gran municipality (option) - Jevnaker municipality - Krødsherad municipality (option) Lier municipality. - Lunner municipality (option) - Modum municipality (option) - Nore og Uvdal kommune (Option) - Notodden municipality (option) - Ringerike municipality (option) - Tinn municipality (option) - Øvre Eiker municipality Viken Vest Innkjøpssamarbeid (VVI), c/o Øvre Eiker municipality, announces and administers this framework agreement on behalf of the participants (contract manager). The framework agreement also covers other legal entities such as municipal companies (KF) and other bodies under municipal administration. If participants, during the contract period, separate parts of the operations into separate legal entities or merge entities, these legal subjects and entities can connect with the signed contract on the same terms. The procurement ́s value is estimated to: NOK 11,000,000 excluding VAT per annum. The maximum value for the entire contract period, including any options and expected price rise: NOK 80,000,000 excluding VAT. The need is uncertain. The volume can vary both up and down and the contract period will depend on, among other things, the contracting authority ́s needs, activities, budgetary situations and other framework factors. See the procurement documents for further information. The procedure stated in the "Type of Procedure" section 2.1 of the notice is incorrect. The correct procedure shall be an open tender contest. The contracting authority has assessed the procurement against the apprentice regulations, cf. the Procurement Act § 7, and concluded that there is no requirement for apprentices in this procurement as there is not much need for apprenticeships for the training courses that are relevant for this procurement, cf. the apprentice regulation § 6 (2), and it is considered disproportionately, because there is a need for competence that an apprentice cannot be expected to possess. Norway – Veterinary services – Intention notice - procurement of clinical veterinary duty services and day practice for production animals and horses.

In accordance with the Animal Health Personnel Act § 3a, the municipalities have a requirement to ensure satisfactory access to services from animal health personnel, as well as responsibility for organising clinical veterinary duty outside ordinary working hours. The scheme shall ensure that clinical guard services are established for veterinary surgeons in all parts of the country so that the necessary veterinary help can be provided outside ordinary working hours. The duty scheme applies from 16.00-08.00 on weekdays and on weekends and on public holidays. The veterinary duty is a necessary part of the stand-by against serious infectious animal diseases and it is important for maintaining good animal welfare. Emphasis is put on the fact that the veterinary surgeons included in the duty scheme have overall responsibility for the coordination of the veterinary duty that involves small animals and production animals. Harstad municipality intends to enter into a contract for veterinary duty services in the duty district, which includes Harstad, Kvæfjord, Tjeldsund and Evenes municipalities. Harstad municipality intends, thus, to enter into a contract with the veterinary company Meike and Kent AS, c/o veterinary surgeon Meike,, as well as the company Vet i Nord AS c/o Nina Munch Lerke (org. no. 931 369 978) applicable veterinary duty scheme for large animals. The contracts will cover 50% of the duty scheme outside ordinary opening hours and 100% of day practice. The contract will be signed without a competition and a voluntary notice of intent. Several conversations and meetings with the market have been held to map out possible competition. As the market appears today, there is a lack of competition in the current area. Based on supplier mapping, we know at the current time who will submit a tender. In order to ensure veterinary duty, tenderers cooperate on covering the guards. It will therefore not be effective use of time and resources if a competition is held for the current area, cf. the objective provisions in the Public Procurement Regulations § 1. The value of the contract is estimated to be just under NOK 1 million per annum. The contract will be valid for 5 years, with an option for 1+1 year, with a mutual notice of 3 months. Norway – Construction work – National road 426 Eigerøy bridge

The main aim of the project is to replace the current Eigerøy bridge with a new bridge which shall be constructed parallel to the south side of the existing one. When the new bridge is finished, shall the old one be demolished. In addition a foot and cycle path shall be established south along the Hovlandsveien, on the current national road 426. Associated roads in the area shall also be upgraded in order to ensure comprehensive improvement of the infrastructure. New Eigerøy Bridge * The new Eigerøy bridge shall be constructed on the south side of the existing bridge. When the new the bridge has been completed, the old bridge shall be demolished. The new bridge is planned as a type of "Concrete slab bridge with blasted columns" with a length of approx. 272 m. * The bridge should typically have a total width of 13.6 m. * The sailing rectangle shall be (HxB) 22.5 m in 23.5 m. Other constructions * New culvert Lauåsen internal dimension (BxH) 3.5 m x 3.1 m * Support construction along Hovlandsvegen * Retaining wall and support construction at Hovlandsvegen 7 and 9 * Retaining wall along Old Eigerøyveien. * Other minor walls and support structures uncovered by the engineering design. need for. A new foot and cycle path shall be constructed as the main solution for walking and cycling. Some parts of the stretch will have pavements. * A new three-armed roundabout shall be constructed at Eigerøy. * The public transport stops along the stretch shall be upgraded to universal design and be equipped with shelters for better comfort and accessibility. * A new national road 426 shall be constructed on the east side of the new bridge, approx. 200 m eastwards. * Approx. 230 m new exit and local road from Langholmveien shall be constructed. Along Hovlandsveien * Along Hovlandsveien, National Road 426, a new foot and cycle path shall be constructed on the east side from the junction with Nyåskaiveien to the new Eigerøy bridge. This road shall connect on foot and cycle paths on the new bridge. The foot and cycle path is approx. 750 m long. The width of the new foot and cycle path varies between 2.5 and 3.0 m plus the shoulder and railing room. * The farthest south continues the current foot and cycle path on the west side of Hovlandsveien up to the existing pedestrian crossing at the public transport stops.
