The agreement shall cover the need for competence, capacity, sparring and external assessments in both service areas and central staff areas, including processes affecting the technology and digitalisation area. The objective of the procurement is to ensure that the municipality has access to specialist competence and independent resources when necessary, at the same time that the municipality continues its strategy of building capacity, competence and internal method comprehension.
