Norway – Front-end shovel loaders with backhoe – Procurement of a wheel loader

Procurement of a wheel loader – SIMAS IKS SIMAS IKS shall enter into a contract for the delivery of one (1) complete wheel loader for operation at SIMAS ́ facility in Festingdalen, Kaupanger. The machine shall be delivered ready-made and ready for use when delivered, including naudsynt documentation in Norwegian, training operators as well as function testing and acceptance tests. The procurement comprises a wheeled loader in weight class approx. 18-20 tonnes, adapted to work with mass handling, compost production, loading waste and handling of containers and additional equipment. The functions, technical specifications, equipment and options are stated in Annex 1 - Requirement Specifications (Excel). All the technical and functional requirements in Annex 1 are binding minimum requirements if not listed. Tenderers shall offer a complete machine ready for operation, including training at SIMAS, documented service and maintenance and guarantee in accordance with the requirements in Annex 1. The host has set response time requirements for fault handling and service. The delivery shall be carried out in DDP (Incoterms 2010) to SIMAS ́ facility in Kaupanger. The competition was held as an open tender contest for negotiations in accordance with the Public Procurement Act (LOA) and the Public Procurement Regulations (FOA) part III (above the EEA threshold). All communication and delivery of tenderers shall occur via KGV (Artifik). The qualification requirement shall be documented by ESPD in kgv and it comprises legal establishment, economic and financial capacity, as well as technical and professional capacity, including relevant references and documented works stage in Vestland. The contract will be awarded based on the financially most advantageous tender, based on the following criteria: Price (50%), Environment (20%), Quality and provision (20%) and Service and uptime (10%). The contract will benefit DFØ ́s standard contract terms for the procurement of goods with or from assembly/installation, with any clarifications as stated in the tender documentation and annexes. The contract shall cover Haugesund municipality ́s need for purchase and rent, as well as service and maintenance, of electro-medical and medical technical equipment. Norway – Pipeline, piping, pipes, casing, tubing and related items – BA-26-020-GK Project reserve water Gjøvik-Biri E4 - Delivery of PE pipes and parts

The procurement is for the procurement of building materials for the laying of water pipelines in Mjøsa, for Gjøvik municipality. The contract is for the delivery of PE pipes and pipe fittings for the construction project for the construction of a new water treatment facility at Biri – Gjøvik. PE pipelines are to be delivered to a barracks place by the contracting authority by the tenderer. The rigging site will be selected by executing contractors. The delivery date must be adapted to the executing contractor ́s progress, in the relevant time period. A binding delivery plan will be prepared in consultation with the tenderer and executing contractor. Pipes are to be delivered and stored for 18 or 20 metres lengths. The executing contractor on site shall be responsible for the development of rigging places and supply roads in a condition that enables deliveries of pipes up to the relevant delivery length. The receiving inspection and unloading of pipes from the vehicle will be carried out by the executing contractor in close cooperation with the tenderer. The procurement ́s value is estimated to NOK 55,000,000 excluding VAT. The value is an estimate and is not binding for the contracting authority. Norway – Engineering services – BA-26-004-GK Consultancy services for the preliminary project for joint treatment facilities.

Gjøvik municipality has, together with Vestre Toten municipality, prepared a feasibility study for future sewage systems connected to Breiskallen RA at Raufoss and Rambekk RA in Gjøvik. The reason for the study is that the Government Manager, pursuring the EU's sewage directive and pollution regulations, has warned of stricter requirements for emissions of municipal sewage water. As a result of this, major investments must be made in new or upgrades/expanding the existing treatment facility in order for the municipalities ́ sewage services to fulfil these treatment requirements. The government administrator has notified a deadline to fulfil the new requirements by 2031. The conclusions from the feasibility study are that there are considerable costs to save on collaborating on a regional treatment facility. Based on this, gjøvik and Vestre Toten municipalities have decided to cooperate on upgrading and expansion of a regional treatment facility. The two municipalities will now continue to work on establishing a joint treatment facility, as well as a transfer facility between the municipalities through the preparation of a preliminary project in 2026. The treatment facility shall be established in connection with the existing treatment facility at Rambekk in Gjøvik municipality. The plant shall fulfil the current purification requirements for the removal of phosphor and organic matter and expected requirements for purification of nitrogen. The treatment plant shall also be dimensioned so that any sharpened purification requirements of the current parameters can be safeguarded. In addition space shall be set aside for possible quarternary purification in the future. This procurement concerns consultancy services for a preliminary project that is included in a larger project with a combined expected value that exceeds the thresholds in the supply regulations § 5-2. The procurement will therefore be carried out in accordance with parts I and part II of the regulations.
