Norway – IT services: consulting, software development, Internet and support – ESM platform with a system for user enquiries - Stage 1 - Qualification

The Norwegian Parliament ́s current system for handling user enquiries, Footprints, is nearing the end of its technological lifetime and it no longer fulfils the requirements for modern, secure and effective case handling. For the users, the current situation means that enquiries need to be directed through several different channels – such as Footprints, email, telephone, SMS and physical attendance – which creates uncertainty as to where to address, who is following up, and what the status of the case is. In order to meet these challenges, the project New System for User Enquiries was established with the aim of acquiring and introducing a modern ESM platform (Enterprise Service Management), in which a new system for user enquiries is established as the first system on the platform. An ESM platform will not only replace Footprints, but at the same time give the Norwegian Parliament a common technological foundation for several types of work processes in the long term. Thus, the project addresses both the need for a new user enquiry system and the strategic need to ensure growth when the organisation is ready for it. The aim is to use a system that is secure, scalable and based on standardised processes and integrations. The platform approach facilitates further digitalisation, better data quality and more fact-based decisions. It also supports the Norwegian Parliament ́s need for efficiency, automation and overall management information. Future situationWhen the system is implemented, the Norwegian Parliament has adopted a flexible and scaleable platform that supports user enquiries as the first process, but which is also rigged to handle several work processes over time. The platform enables gradual development where the Norwegian Parliament itself manages the tempo, at the same time that the tenderer contributes with the necessary competence for configuration, development and implementation and its best practice and experience from other customers. The system is integrated with other systems through standard APIs/connectors and it provides a joint framework for processes and data basis. This provides consistent information across your organisation, improved data quality and management information, as well as support for fact-based priorities and strategic planning. Stortingets administrasjon gets a modern, comprehensive and user friendly platform that improves both internal work flow and the experience for the users. Unified processes and a common user interface contribute to fewer errors, better experiences and more efficient work flow. The system also facilitates increased automation and digitalisation, and over time cost reductions are achieved by having several processes gathered in one platform, as well as security and privacy strengthened and the Storting now has a strong technological foundation that can be further developed gradually, scaled as needed and used across the organisation to support future digital needs and innovation. The procurement will be carried out with SSA-Sky as the contract basis and it is assumed that the system is delivered as a standardised cloud system (SaaS). This means that functionality, further development, security and operation are mainly safeguarded through the tenderer ́s established service model and standard updates. The described needs are based on experiences with the current Footprints system and the established ITSM processes, while also reflecting the Norwegian Parliament's need and ambition for further development within a modern cloud based service model. The requirement descriptions cover both direct support for established ITSM processes, such as Incident, Request, Change and Problem Management, as well as transverse needs such as joint entrance, dialogue, notifications, search, reporting, security, compliance and management. Combined, the needs shall provide a flexible possibility room where processes, services and applications can be configured, combined and further developed over time, also for new needs and services that are not currently fully known. The needs are formulated as business and functional needs, and not as detailed technical specifications. This has been done so that the Tenderer can offer systems that are primarily based on standard functionality in the cloud platform, in accordance with the principles in SSA-Sky. Both the current need and new or changed needs arising in the contract period The service provider shall, in their tender, describe how the system supports the needs within the framework of an SSA-Sky delivery, including how management, security, availability and further development are safeguarded throughout the contract period. The Norwegian Parliament sees a need for a solution that also allows for development and adaptation in the contract period. The descriptions of the needs are therefore formulated technology neutral and process independent, so that they can be covered through the tenderer ́s standard functionality, configuration and further development - both for the current use and for new needs that may arise. Norway – Architectural, construction, engineering and inspection services – New competition for nitrogen purification installations, engineering design services

This procurement is for the delivery of consultancy and engineering design services for the establishment of nitrogen purification at the sewage treatment facility. The assignment includes the preparation of a detailed development plan for the entire sewage treatment facility, including the necessary plan processes and documentation. Furthermore, the tenderer shall carry out ground surveys and geotechnical assessments, as well as carry out detailed engineering design services for construction and other disciplines, except the dimensioning of pipes and reactors. All other calculations are included. The procurement includes i.a. the following services: - Detailed development/zoning plan for the entire site area. - Geotechnical surveys and assessments. - Recipient surveys and environmental assessments. - Complete the discharge application. - Detailed engineering design services for constructional engineering disciplines. - Multi-disciplinary engineering design services for all relevant technical disciplines. - Coordination and collaboration between disciplines throughout the engineering design phase. The tenderer shall ensure that the engineering design is carried out in accordance with the current laws, regulations, authority requirements and relevant standards. The procurement ́s value is estimated to: Above the EEA threshold value. The volume is an estimate and is not binding for the contracting authority. See the procurement documents for further information. The contracting authority reserves the right to cancel the competition, i.a. in connection with budgetary conditions. This procurement is considered to have an immaterial impact on climate and the environment, cf. the Regulations § 7-9, fifth paragraph. The justification for this is that the procurement is for consultancy services/consultancy services where the contracting authority has been cut off from affecting climate and environmental impact, as the requirements and criteria that are aimed at these elements will not have sufficient connection to the delivery, cf. DFØ's environmental supervisor. Apprentices: The contracting authority has assessed the procurement against the apprenticeship regulations, cf. the Procurement Act § 7 and concluded that there are no requirements for apprentices in this procurement, as the main elements of the contract do not include work where it is relevant to use labour with vocational certificates of apprenticeship or craft, subsidised that it is considered disproportionately, because there is a need for specialised competence that an apprentice cannot be expected to possess. Norway – IT services: consulting, software development, Internet and support – Procurement of a cloud based system for overall performance management.

Hol municipality intends to procure a new cloud based system for general municipal entity management, budgeting, financial planning and reporting. The municipality intends to sign a contract with Framsikt AS (organisation number 913187512) after 10 working days. Hol municipality needs a system that shall be integrated with the ERP system Visma Enterprise. The system shall be used within the following main areas: analysis, preparation of the financial plan, budgeting, reporting and political interaction. The system shall facilitate simple production of an easy-to-use and informative action programme, budget and financial plan, as well as other ongoing reports. The most relevant modules are for analysis, economy plan, annual budget, reporting and politician module. Hol municipality has examined the extent of any alternative software available on the market. This has happened through searches on the internet and collecting information about procurements of equivalent systems in other municipalities. Hol municipality cannot see any alternative tools in the market than Framsikt AS ́s system, which covers the total need for general performance management at the municipality, in Norwegian, in one combined standard product. The procurement is outside the scope of the procurement regulations, as Framsikt AS is the only tenderer in the market for such a system as far as we have been able to uncover. Tenderers can deliver a comprehensive system for economy planning including production of documents and publication of the work. The system includes modules for analysis, review, plans, financial plan, annual budget, performance management and reporting. Hol municipality has not seen systems that can cover the need for overall performance management in the same way as the solution from Framsikt AS. The procurement will be seen as fulfilment of the Public Procurement Regulations (FOA) § 13-4 letter b no. 2 and no. 3: A contracting authority can hold a procurement without a competition if the procurement concerns "services that only a specific supplier can deliver" because "competition is impossible for technical reasons", cf. point 2, or "the tenderer has the sole right, including immaterial rights", cf. point 3. Norway – Administrative educational services – 16-UDE-2026 Development and analysis of municipal natural science samples in osloskolen

PURPOSE AND SCOPE The Agency for Education is responsible for the design, execution and return of municipal tests, Oslo tests, in different disciplines/skills at a selection stage in primary and secondary schools. As a part of the work on design, quality assurance, implementation and return of results from the Oslo tests, the Agency for Education wants to enter into an agreement with a professional environment that will be responsible for science from the school year 2026/2027 until the end of the school year 2028/2029 with an option for up to two years. Background The Agency for Education (UDE) has a trial and follow-up plan that is included in a comprehensive work for on-the-go assessment and follow-up of the Students in Oslo. The plan is a part of UDE's system for following up requirements in the law and regulations, including the national quality assessments. The aim of the system is to contribute to quality development in primary and secondary education and increased learning outcomes for the pupils. In addition to regular underway evaluations in the class room, tests and mappings provide useful information on the pupils ́ competence and areas of development. This information shall be actively used by pupils, teachers and school managers to promote learning and ensure early efforts. The trial and follow-up plan includes both governmental tests (government mapping samples and national tests) and municipal tests (Oslo samples). Oslo tests apply for pupils in the 4th and 7th years. These are implemented electronically and re-developed each year. Only one test will be carried out for years 2-5, but the contracting authority has an option for a sample no. 2. Mission UDE would like a professional environment that shall be responsible for the municipal tests in the discipline of rnaturfag. The Consultant shall develop, analyse and follow up the tests in accordance with the requirements in this annex. The contracting authority draws attention to the fact that the estimated value is based on historical data and the expected future need, and includes options. The competition is for a contract for the delivery of a trade system for the PP service in Gjøvik municipality. The following municipalities shall have the right to join the contract on equivalent terms: Vestre Toten municipality, Nordre Land municipality and Søndre Land municipality. The PP service in Gjøvik municipality, as well as any affiliated municipalities, needs a modern, future orientated and user-friendly trade and journal system that supports registration, processing cases and production of the service's work at both individual and system levels, in accordance with the current rules. The trade and journal system shall contribute to an efficient and appropriate management of registration work connected to pupil journals, as well as support the system orientated work in the PP service. The system shall have good integration possibilities with the necessary associated systems and it shall be suitable as a tool for statistics, reporting and analysis of the service ́s work. The system shall be cloud based, ensure proper archiving and safeguard the documentation obligation in accordance with the current laws and regulations, as well as provide a clear and comprehensive structure for storing and retrieving information. The tenderer shall be responsible for support, maintenance and further development of the trade system, so that the system always meets the current and future needs and requirements at the contracting authority.
