NVE is responsible for monitoring and mapping unstable rock sections in Norway.Today there are 10 unstable rock sections with high risk that are continually monitored by NVE. The most common measuring methods are GPS and total station, ground based radar system as well as laser and tension leg. Different camera systems as well as communication via radio are also used. The installations are often inaccessible, with custom power supplies as needed. Many of these electricity supplies are hybrid systems with batteries, solar panels, windmills and methanol fuel cells. These are designed based on electricity requirements, accessibility, solar radiation etc. currently NVE has approx. 35 units in operation, but the number varies according to need. NVE would now like to enter into a framework agreement for the delivery of methanol fuel cell units with accessories (methanol and fuel manager). VAV needs different rocks to fill buried ditches when excavating leaks in the pipe network and new pipes at installations. VAV has a continual need for large quantities of crushed rock masses for this work. The agency will therefore enter into parallel framework agreements with several tenderers so that the agency ́s needs are fully covered. VAV will enter into parallel framework agreements with up to 4 (four) tenderers, depending on how many tenders are received. The agency has an increasing need for crushed rock masses. The maximum value of the framework agreement is NOK 40,000,000 excluding VAT for the entire contract period. The estimate was made based on historical figures and the expected future use in accordance with the Contracting Authority's best judgement. The participants shall receive individually adapted follow-up and guidance in job searching, career choices and restructuring. The initiative shall be organised as a company and it shall give participants relevant experience with work forms that they can meet in a real work situation. A central entity in the contract will be market and network work aimed at relevant employers and positions. Follow-up shall provide assistance with the intention that participants shall receive and/or retain work. Enebakk municipality shall procure and implement a joint, modern top system (SCADA/SD) for monitoring and management of its two sewage treatment plants and 33 pumping stations. The project shall replace the current fragmented systems and provide higher operational security, improved event management and full traceability of process data. The system shall meet strict requirements for information security and stand-by, reduce operational and energy costs and ensure that the municipality meets the current environmental and reporting requirements. Brief description of the current sewage installations and operations control system: Enebakk municipality has a municipal sewage network that comprises approx. 109 km pipeline network for wastewater and serves approx. 10,500 inhabitants. The facility consists of two treatment plants and 33 pumping stations as well as four out stations in addition. The current operational control system is based on local installation and communication via 4g, fibre and radio. The system monitors and controls pumps, level meters, alarms. Data collected for reporting and analysis functionality is limited. Enebakk has therefore adopted Gemini Water Alert to work more efficiently with the foreign water problem. The municipality has 4 operational operators as well as a manager who uses the system, with a duty scheme for 24 hour contingency. The background for the procurement is the need for a more modern, secure and scalable top system common for both treatment plants, which provide a better overview, simpler reporting and an option for future integration with other systems.
