Background Avfall Sør Husholdning AS is a part of Avfall Sør konsern, which is owned 100% by Kristiansand and Vennesla municipalities in Agder. The company provides waste and sanitation services to all inhabitants in the owner municipalities and serves approx. 55,500 residential units with dunk sanitation, 5,000 residential units with buried systems and 3,700 cabin subscribers. In addition, the company operates three recycling stations and a large waste facility at Støleheia with various treatment activities such as sorting, composting, tiling and depositing. Avfall Sør Husholdning AS is the contracting authority for this competition. Read more about Avfall Sør at: www.avfallsor.no Description of the assignment Avfall Sør Husholdning AS needs to replace an existing wheeled loader and thus makes a procurement that includes the delivery of one new wheeled loader in the weight class 19-23 tonnes including a service contract for Avfall Sør Husholdning AS ́ waste facility at Støleheia in Vennesla municipality. The wheel loader is a central part of daily operations and it is used for handling and loading waste and matter. It is therefore important for the Contracting Authority to procure a machine that is robust, reliable and adapted to use under demanding and varying operational conditions, including dust, dirt and other loads typical of a waste facility. The objective of the procurement is to cover the company's ongoing need for machine capacity through an overall delivery that supports secure, flexible and efficient operation. Norway – IT services: consulting, software development, Internet and support – ICT top competence, framework agreement

The competition is for a framework agreement that includes top competence within virtual work surface. The contracting authority currently uses terminal server technology from Citrix, Netscaler, Igel OS, Controlup, as well as Microsoft, but will continually assess current technology to cover the need. The Contracting Authority needs to procure product specific licenses (Microsoft licences have a separate agreement) in the agreement. The contracting authority also needs stand-by/support agreements under the framework agreement. Participants in the procurement Gjøvik municipality The following municipalities have an option on the contract: Eastern Toten Vestre Toten South Land Northern Land The procurement ́s value is estimated to: NOK 2,000,000 excluding VAT per annum. The maximum value for the entire contract period, including any options and expected price rise: NOK 20,000,000 excluding VAT. The need is uncertain. The volume can vary both up and down and the contract period will depend on, among other things, the contracting authority ́s needs, activities, budgetary situations and other framework factors. ENVIRONMENT: This procurement is considered to have an immaterial impact on climate and the environment, cf. the Regulations § 7-9, fifth paragraph. The justification for this is that the procurement is for consultancy services/consultancy services where the contracting authority has been cut off from affecting climate and environmental impact, as the requirements and criteria that are aimed at these elements will not have sufficient connection to the delivery, cf. DFØ's environmental supervisor. APPRENTICE: The contracting authority has assessed the procurement against the apprentice regulations, cf. the Procurement Act § 7 and concluded that there is no requirement for apprentices in this procurement as disproportionately is considered, as there is a need for specialised competence that an apprentice cannot be expected to hold, cf. the apprentice regulation § 6 (4).
