Norway – Event services – Procurement of a framework agreement for products and services for press management at events

The ministries, at various events primarily in Oslo, require arrangements for the press in public spaces. The purpose of this procurement is to meet the ministries’ need for the rental of press platforms (press decks), as well as the provision of associated equipment and services. Associated equipment refers to technical equipment, including solutions for lighting, image, and sound related to press stands. Associated services refer to project management, rigging, and technical staffing during planning and execution. The events may include various types of occasions, for example high-level state visits. Such events are characterized by the fact that the date and scope are often not known well in advance. Activation of assignments may therefore occur at short notice, and in some cases, initial delivery may be required within just a few hours after the order is placed. The events are often carried out under a high level of security. The objective of the procurement is to enter into a framework agreement with a single total supplier with the capacity and expertise to meet the overall need. The framework agreement has a duration of 2 + 1 + 1 years. The maximum value of the framework agreement is set at NOK 20 million, excluding VAT. The agreement is not exclusive. The contracting authorities have the right, but not the obligation, to award contracts under this framework agreement. The contracting authorities are not obligated to purchase a specific volume during the term of the agreement. The framework agreement will be managed by the Ministry of Foreign Affairs, and the entire government ministries community may call off from this agreement. Norway – Programming services of application software – Mobile development partner

Purpose Norsk Tipping would like mobile partners who shall contribute with the necessary competence and capacity to develop attractive and responsible user journeys in a quality good way. The mobile partners shall also contribute to building the competence Norsk Tipping needs for the future. Mobile is the company's most important customer channel. Norsk Tipping has approx. 2.4 million customers, of which nearly 90 percent use mobile, mainly via apps distributed in the App Store and Google Play. They are, thus, a central prerequisite for Norsk Tipping being able to fulfil his social mission: "... facilitating responsible gambling offers and preventing negative consequences of gambling. Efficient operations shall ensure that as much of the revenues go to good causes". Norsk Tipping's partners must therefore contribute to the company developing in a sustainable direction, through active competence transfer and by strengthening the product model from a mobile perspective. Strengthen the ability to deliver within the product development model Norsk Tipping works smoothly to reduce risk through early learning, continual feedback from users and operations, and the possibility to adjust courses before major investments are made. The work is organised through product development areas with a multi-disciplinary product team who are responsible for both value and risk connected to defined products and user journeys. The product development areas shall have competence and responsibility to define systems for problems, develop them and further develop them so that they deliver value for companies and customers. In order to achieve this, Norsk Tipping has a mix of product development areas consisting of what can be defined as a "value stream team" (e.g. the product development area for sports), and areas with "platform" and "enablement-team" (for example Platform: Whole and Frontend). Multi-disciplinary skills in the areas shall be sufficient to define problems/possibilities and systems, develop and further develop them, in order to raise the value and quality of their product. In order to strengthen the disciplines, practice partnerships are used, and challenges and solutions are encouraged to share trade related questions with others within their profession. This is how Norsk Tipping creates value through cross-discipline and professional competence, and contributes to the professional environment developing over time. The quality in Norsk Tipping shall be integrated in the work and applies for all phases of product development. The contracting authority must deliver in accordance with different standards. In Platform: Hele og Frontend (P:HF) has Norsk Tipping strategic app competence through the area management, with product development manager, tech lead/team architects. Several product development areas have permanent native developers. Areas that do not have their own native developers will receive assistance from P:HF. The contracting authority will over time develop a balanced division of responsibility between the platform and the different product development areas, in line with increased maturity and greater internal ownership. Areas with separate native user journeys will gradually be able to work more independently, but for the foreseeable future there will be common need connected to testing, release and further development of the platform. Professional development and practice partnerships shall support this across. The aim of this procurement is to cover the need for consumables - doctor's offices and wound treatment. The aim of the Framework agreement is to establish a good source of supply for medical material - doctor's offices and wound treatment in a quality-wise good and cost efficient way, at the same time as focusing on sobriety and control and management of consumption. It is a significant purpose for the Contracting Authority to ensure a supply-secure source of supplies for this material that can directly affect military production. Parts of the objective of the procurement are to supply the Norwegian Defence ́s already existing sanitary systems. Due to the Norwegian Defence ́s distinctive character, standardisation and material equality are important factors in ensuring quality, security, stand-by and compatibility with other NATO countries. It is critically important for the Norwegian Armed Forces that already function packed sacks, pockets and other configured systems in the sanitation service will be as little affected as possible. This is to ensure that the soldier can carry out set procedures with the material that can be accommodated in the bag. The procurement will include materials that will be used by the Norwegian Armed Forces personnel during operations, training under most climatic conditions and in a broad spectrum of different environments, from hospitals and doctors' offices, in the forest and other terrains, on-board vessels, in vehicles and on ambulances. This can i.a. lead to large variations in temperature and humidity. Everything from desert and strong heat to low temperatures and high humidity winter time. This procurement shall, therefore, i.a. ensure consumables where the function, standard and size of the product take care of these considerations. Background Harstad municipality and the collaborating municipalities shall enter into a new framework agreement for advertising services as a result of the existing framework agreement for job advertisements expiring. The municipalities have a continual need for effective recruitment advertising, as well as the execution of statutory notices in the press and/or public registers. The objective of the procurement is to ensure an overall, predictable and cost efficient advertising process with good traceability, from ordering and production to publication and documentation. The supplier market also requests that the municipalities need to use more channels and formats (digital surfaces and print) and that the ordering and follow-up process shall support the municipalities ́ internal work flow. Harstad municipality is the contracting authority on behalf of the municipalities covered by the procurement. Emphasis is put on the fact that the participating municipalities each bear responsibility for their obligations in the execution of the framework agreement. The requirements cannot be applied to the municipalities together, but only against the municipality that has resulted in any contract deviation. Other municipal entities, including all public law bodies and organisations established by Harstad municipality, shall have the right, but are not obliged, to enter into this agreement. The Agency for Waste Management and Recycling ("REG") intends to enter into a contract with the company Envac Norway. The procurement is necessary and critical to ensure continued operation. The procurement is for the procurement, adaptation, integration and commissioning of a system for sorting light gas bottles at Haraldrud sorting plant (HUA), including complete depositors for the existing Optibag/Envac system. Haraldrud sorting system is based on the existing Optibag/Envac infrastructure with the accompanying proprietary control systems, software and integration systems. The relevant delivery includes: * Software and control system, * system integration and adaptation, * testing and commissioning, * complete deniers that must function integrated with the existing system. Other services that are not included in the technical or intellectual property conditions will, where appropriate, be subject to separate competitive tendering.
