The aim of the procurement is to strengthen the Norwegian Food Safety Authority’s development department with a content designer with CMS competency. The designer will join a support team who work with content design and development of the Norwegian Food Safety Authority's digital services, including the entity's website. The procurement shall cover the need for competency and increased capacity within development, structuring and management of user orientated content in the Norwegian Food Safety Authoritys digital systems. The company does not currently have sufficient internal resources to fully fulfill this need. The team works multi-disciplinary and flexible, and works closely with development teams, professional environments, communication department, information security, architecture and other IT-ressurser. The team have a facilitation role for several teams in the organisation, and contribute with competence, structure and consulting within content design, content structure and publication systems. The contract will be valid until the end of 2026, with an option for an extension for a further 1 year, 6 months at a time. Norway – Mechanical shovels – Procurement of a wheeled excavator

Procurement of a wheeled excavator - SIMAS IKS SIMAS IKS shall enter into a contract for the delivery of a complete wheel excavator for operation at SIMAS ́ facility in Festingdalen, Kaupanger. The machine shall be prepared for use when delivering, including naudsynt documentation in Norwegian, training operators, function tests and acceptance tests. The procurement comprises a wheeled excavator in weight class approx. 18-20 tonnes, with functions, specifications and equipment as stated in Annex 1 - Requirement Specifications (Excel). This includes between the second engine Step V, hydraulics and control requirements, a safe lift system, driving comfort, light equipment, operational ownership, HSE requirements and options. All the technical and functional requirements in Annex 1 are binding minimum requirements. Tenderers shall offer a complete machine ready for operation, including training on the SIMAS basis, annual inspections and service during the guarantee period and a guaranteed response time for error handling and service, cf. the requirements in Annex 1. The delivery shall be carried out in DDP (Incoterms 2010) SIMAS Kaupanger. The competition was held as an open tender contest for negotiations in accordance with the Public Procurement Act (LOA) and the Public Procurement Regulations (FOA) part III (above the EEA threshold). All communication and submission shall occur via KGV (Artifik). The qualification requirement shall be documented by ESPD in kgv, and it comprises legal establishment, economic and financial capacity, as well as technical and professional capacity, including relevant references and documented works ́stadnett in Vestland. The contract will be awarded based on the financially most advantageous tender based on the following criteria: Price (50%), Environment (20%), Quality and provision (20%) and Service and uptime (10%). The contract will benefit DFØ standard contract terms for the procurement of goods with or without assembly/installation, with the accompanying annexes. Annex 5 - Ethical requirements (DFØ) debts for the supplier chain and requirements in accordance with the OpenHeit Act. For this procurement, it is not a framework agreement. Delivery time: The machine shall be delivered 5 months after the contract has been signed. SIMAS requests all interested suppliers to ask questions via KGV, within the stated deadline. Norway – Environmental services – Division of water sources in accordance with the Water Regulations

Completion of the division into water bodies in coastal water in accordance with new typology, and review and correction of errors in the division into fresh water sources. The Norwegian Environment Agency intends to expand the contract with Marbio AS 10 July 2024 for an updated division of water sources in coastal water in the Water Network. The division shall be based on new typology for coastal water and the existing division into the Water Network. The contract was signed after the project was announced in 2024 and Marbio AS was the only tenderer. A new tender contest will not be held because updating of the water resources division in coastal water has been far more time consuming than initially anticipated, and as the supplier has developed a method of execution of high professional quality and that provides an equivalent framework for division across water regions. It is crucial to have the same professional basis for division across regions, continuity of the work shall therefore form the basis for the assignment. The work has been almost completed, with only a few remaining water regions. A review and correction of errors must also be carried out in the division into fresh water instances. This work has started on the supplier for the northern part of the country and the supplier has seen that there are also several errors and shortcomings in the rest of the country that must be corrected. For the Norwegian Environment Agency it is important that the work in both fresh water and coastal areas is carried out in accordance with the same template and on the same terms throughout the entire country. Norway – Waste analysis services – Procurement of consultancy services for the execution of waste analyses.

PURPOSE AND SCOPE The contracting authority shall enter into a framework agreement with a tenderer for consultancy services for planning, implementing and preparing a report for waste analyses. In accordance with the Waste Regulation chapter 10a, REG is obligated to ensure the sorting and material recovery of several waste types. In order to document the sorting requirements, as well as quality requirements and the necessary costs for the collection and waste management in the manufacturer responsibility schemes, it is decisive to have an overview of the composition of the waste in REG ́s different waste streams.   There can also be a need for waste analyses or other surveys in order to increase knowledge on the composition of bulky waste, household like business waste or to measure the effect of campaigns etc. The agreement has an annual expected consumption of NOK 1.5 million. The contracting authority draws attention to the fact that the estimate is based on previous consumption and the expected future need. The framework agreement has a maximum value of NOK 12 million. The estimates are only a guideline and are without obligation for the Contracting Authority. Norway – Systems and technical consultancy services – Intention notice - Norkart e-Tax and e-Fees

The contracting authority intends to procure a comprehensive, digital system for the management of property taxes and municipal fees. The procurement is for the systems Comtek eSkatt and Komtek eGebyr. Komtek eSkatt is a trade system that supports the entire process for property taxes, including valuation, case handling, committee processing, publication of decisions and communication with residents. The system automates central work processes and updates the ongoing valuation basis based on, among other things, changes in the land register and retrieval of the wealth basis from the Norwegian Tax Administration. Komtek eGebyr is a joint fee module that connects property, owner, trade data and fee regulates. The system automatically calculates and updates fees based on changes in the trade data, and produces the completed invoice basis for the municipality ́s finance system. This ensures correct fee calculations, better control and reduced need for post-inspections. The systems are closely integrated and together constitute a complete platform for handling property taxes and municipal property fees. Comtek eSkatt presupposes the use of Comtek eGebyr and the systems are designed to function together as one connected system for case handling, fee calculations and invoicing. If no objections are received within 10 days from the publication of this notice, the Contracting Authority will enter into a contract with the above mentioned tenderer, at the earliest, from 24.04.2026. Any objections to signing the contract without a competition must be submitted in writing and the contracting authority will be available within 10 days from publication.
