Norway – Research and development services and related consultancy services – Review of postponement of double track against Hamar and learning across major investment projects

The Ministry of Transport refers to the delay connected to the project Sørli-Åkersvika and any consequences for the development of Hamar station. The Ministry will, as a follow-up of this, carry out an external review with the main aim of identifying learning points. The review consists of two parts, but is delivered together. The first part shall map and evaluate decision processes and information flow connected to the delay of the project Sørli-Åkersvika and any consequences for the development of Hamar station. The review shall: • Assess whether the decision and contract process, as well as information flow have been in accordance with the current guidelines, contracts, agreed processes and management system, both internally in Bane NOR, between Bane NOR and the Norwegian Railway Directorate and internally in the Norwegian Railway Directorate. • Assess whether there is a need to adjust the guidelines and the management system and/or implement measures to ensure better compliance with Bane NOR and the Norwegian Railway Directorate. • Identifying learning points The second part shall evaluate whether Bane NOR ́s internal management systems (including a project model) are sufficient to ensure control of costs, risks and progress in major development projects. The review shall be directed towards the following three cases – the development of the Dovre Line, the Trønder Line and the Vestfold Railway. The review shall also map and assess how the recommendations from relevant reviews in recent years, including the Follobane review from 2023 and the Auditor General's report from 2024 on investment projects, have been followed up, whether the measures implemented are sufficient and whether there is a need for other/new measures to remedy the challenges of delays and increasing costs in major investment projects. The first draft of the report shall be submitted by 14 August 2026, and the final report will be submitted by 4 September 2026. The upper financial limit is NOK 4 million excluding VAT. Norway – Training services – Dynamic purchasing system - procurement of educational services - alternative training arenas for the primary and lower secondary schools.

Trondheim municipality, hereafter called the contracting authority, invites tenderers to a restricted tender contest for the establishment of a dynamic purchasing system (DIO) for the procurement of services for alterant training sessions for pupils at primary and secondary school level in Trondheim municipality. The contracting authority would like qualification requests from actors who can offer training on alternative training arenas for pupils of different thmodations with different needs at primary and secondary school level. It is desirable to get many tenderers into the scheme so that the school has variation in the activities in order to cover the pupils ́needs throughout the entire lifetime of the scheme. In order to participate in the scheme's first competitions, tenderers must be qualified by 18 May 2026. The places will be divided from the competitions that will be held within the dynamic purchasing system. The contracting authority is expected to spend around NOK 2- 4 million per annum on these services. Suppliers can continually qualify for participation in the scheme. Norway – Supporting and auxiliary transport services; travel agencies services – Travel agency services

The objective of the procurement is to enter into a framework agreement for travel agency services in order to ensure a versatile, cost efficient and adapted system for the Defence sector ́s different users. Tenderers shall provide all types of travel agency services with particular focus on the booking portal and a customer team for personal service. The contracting authority ́s organisation consists of different entities with different needs and the tenderer shall operate as a hub for the Contracting Authority's total travel activities, including official journeys, journeys for perm and commuter journeys as well as sailor journeys as needed. Travel activities are supporting the Norwegian Defence ́s operative ability and the sector's travel volume is expected to increase in line with the Contracting Authority's organic growth. The procurement ́s estimated value is NOK 140 million excluding VAT. The maximum value is up to NOK 210 million excluding VAT, including material options in Annex B point 2.3 for the contract period. The contracting authority has included a volume option that means that the total value of the framework agreement, including volume options, is set at NOK 350 million excluding VAT. A framework agreement shall be signed with one tenderer. The framework agreement period is 4 years. Norway – Environmental services – Intention notice - consultancy services for reducing emissions to air from petroleum activities in Nigeria and Mozambique

The Norwegian Environment Agency intends to enter into a contract with Carbon Limits AS for consultancy services for the reduction of emissions to air from petroleum activities, with particular emphasis on methane in our partner country in the programme Energy for Development. The assignment is a part of Norway ́s cooperation with partner countries on improved management of energy resources and the development of efficient regulations for emission reduction. The services include, among other things: • Identification of emission sources and regulatory needs. • Methods for calculating and estimating emissions, including GHG factors • Development of emission accounts. Monitoring, reporting and verification. • Consultancy services for establishing effective regulating regimes for reducing flaring, methane emissions and other emissions from oil and gas activities. In connection with the competition held in 2024, the Norwegian Environment Agency received only one tender, from Carbon Limits AS. The tenderer will be assessed as the most appropriate cooperation partner based on initiated work processes in partner countries, documented competence and experience. A supplier exchange will lead to interruptions in ongoing processes, a significant risk of delays and disproportionate costs, and will weaken the efficiency and continuity of the assistance. Carbon Limits AS is, based on this, being the only service provider for the contract period in question.
