Norway – IT services: consulting, software development, Internet and support – EPJ system

The competition is for the delivery of an electronic patient journal system (EPJ) for the participants. This involves a complete system for the nursing and care sector in the respective municipalities and shall contribute to the daily operation functioning as optimally as possible. As a starting point, the competition does not include archive core and EPJ for health centres, doctor centres, emergency doctor surgeries, test and vaccine centres, ppt and child protection, but participants have an option to procure such services. The system is to be delivered as a cloud system, with no requirements for locally installed components. The contracting authority shall procure a modern, user friendly and future orientated EPJ system that provides health personnel with effective and secure support in the task system, which contributes to better decision making and increased patient safety. The system shall facilitate seamless information sharing between municipal services, inhabitants and the specialist health service, in accordance with national guidelines and joint systems. It shall support the citizens ́ opportunity to actively participate in their health management and contribute to a uniform and sustainable health and welfare service. Participating municipalities shall have free access to their own data, also when suppliers are replaced. The system must be flexible, scaleable and facilitated for further development and interaction with other actors. The volume is an estimate and is not binding for the contracting authority. See the procurement documents for further information. A draft of the tender documentation is attached to this qualification documentation. The contracting authority reserves the right to make minor, not significant changes to this basis before tenderers are invited to submit a tender. The contract is subject to cancellation of the competition and some participants ́ establishment of the service, i.a. in connection with budgetary coverage and political approval. Norway – IT services: consulting, software development, Internet and support – Procurement - Competition implementation tool (KGV) and contract follow-up tool (KAV), 2026

The objective of the procurement is to establish a cloud based system for a tender implementation tool (KGV) and a contract administration system (KAV) delivered as multi-tenant SaaS, which supports the entire procurement and contract lifetime for the participants, in accordance with the attached requirement specification and annexes. The procurement comprises several procurement cooperations, as well as individual municipalities and companies. Each of the procurement cooperations consists of several participating municipalities. In addition several of the municipalities have participating KF. Some procurement cooperation also carries out procurements for other external actors, as well as individual procurements for the participating municipalities. It will vary who participates in a procurement and who the procurement is carried out by. The system must support different participants in the procurement processes, for example: a procurement cooperation is implementing the procurement for all or some of its municipalities and companies. a procurement cooperation carries out procurements for several of the procurement cooperations, but not necessarily all the cooperations and/or the municipalities/companies that belong to the cooperations participate. individual municipalities/companies will carry out the procurement themselves one municipality and/or company is carrying out the procurement on behalf of another municipality/company/procurement cooperation. In each municipality, the implementation of procurements will vary whether the procurements are centralised or decentralised, or partially centralised, i.e. to what degree procurements are carried out by entities in the municipality or by a procurement department etc. Draft requirement specifications: The draft of the requirement specifications with accompanying annexes is attached. Minor adjustments can be made to this before it is given to qualified tenderers. Contract period: The contract will come into force on the date it is signed by the parties. The contract will be valid for 3 (three) years from signing. The contract and the Standard Terms will then be renewed automatically for 1 (one) year at a time, unless 3 (three) months notice is given by the Customer before the renewal date. Norway – Radioactive-, toxic-, medical- and hazardous waste services – Procurement - Transport and treatment of hazardous building waste Attvin, 2026

The contracting authority would like to use this procurement to enter into a framework agreement with one tenderer. The aim of the contract is to cover the contracting authority ́s need for transport and treatment of hazardous building waste, from Attvin to final treatment at a certified treatment facility, in accordance with the requirement specifications. The aim is also to ensure that hazardous waste is taken care of in such a way that it does not create pollution or damage to humans or animals, or danger to it, and to contribute to an appropriate and reliable system for handling hazardous waste, cf. The Waste Regulations chapter 11. The contract is for: Waste with phthalates (e.g. floor coverings), waste that contains bronched flame retardants, waste containing chlorinated paraffins and for the options waste that includes PUR foam insulation and pressure impregnated and creosoted wood. Comments on the contract: Responsibility for the waste is to be taken over by a tenderer when the waste is charged in the tenderer ́s vehicles. The procurement is for the treatment of various types of hazardous building waste and building waste that cannot be handled together with normal household and commercial waste due to chemical, physical and/or biological qualities. Waste types included in this agreement are in accordance with the price form. Everything that is collected as hazardous waste shall be treated at a certified treatment facility. Emphasis is put on the fact that the hazardous waste in accordance with this agreement shall be directly to the final treatment facility and not the reception facility. Tenderers shall, thus, offer final treatment of the hazardous waste at one/several treatment facilities in accordance with requirements. Fractions other than what is stated may be included in this agreement. The volume of NOK shall not, nevertheless, exceed the maximum amount set for the contract. New waste types in the contract period: If new waste types are added in the contract period, it shall be possible for the customer to enter into this agreement if they do not make up a significant part of the contract. In such cases the same price calculations shall be used for new waste types as for other waste types in this contract. The contracting authority reserves the right, however, to hold a new competition for new waste types during the contract period. Norway – Construction management services – Framework agreement - Project and construction management for a new regional treatment facility in the Drammen region.

Drammen, Lier and Asker municipalities have all treatment facilities that do not currently fulfil the requirements set by the Government Manager in the discharge permits. In addition, the contracting authority has notified the implementation of purification requirements from the EU through the establishment of a new sewage directive. Although the directive has not yet been adopted, the Norwegian Environment Agency/Government Manager has already implemented significant sharpening of cleaning requirements. The reason for this is the poor condition of the Oslo fjord.In 2020 – 2022 a concept choice study (KVU) was carried out. The concept choice review included both alternative solutions for treatment facilities and the necessary transfer pipelines to the alternative concept alternatives. Based on recommendations from the KVU, identical decisions were made in the municipal councils of Drammen, Lier and Asker municipalities (February/March 2023) that the concept of a regional treatment facility in Nordbykollen should be further reviewed in a preliminary project phase. The preliminary project and external quality assurance of this for the treatment plant have been carried out in the period 4 quarter 2023 up to and including the four quarters of 2025.
