Forsvarets hundeskole would like to procure 3 trained dogs that shall be trained for combi dogs (search/cloud) with selection in January/February. The test of the offered dogs shall be initiated in January -February 2026, as agreed with the contracting authority. We would like the dogs to be delivered to Hauersetervegen 203, 2055 Nordkisa. The dogs shall be educate in searches for people in different environments and search for objects it smells of people. Furthermore, the dogs are approved as a means of power and can be used in the apprehension of persons in different types of environments. The dogs shall be socially stable, have good exchange operation and shall be environmentally strong. Dogs shall have a high threshold for making sound. The dog is requested not to have a weight of more than 30 kg for the dog's part. A release of the amplifier (king) shall be established, and the amplifier must be able to take food. The combi dog also has education in responding and marking on different types of odour pictures in different environments. The dogs must be able to work in different types of environments such as, among other things, inside, outside, height, darkness, movable surfaces and dark surfaces and dark surfaces. The combi-dog shall tolerate the mental stresses that this can cause. The current breeds are mainly based on Schæfer and Malinois, as well as blends of them. Justification for a direct procurement The procurement does not include an ordinary consultancy contract for general project management. The assignment includes the development and execution of a model that requires special competence within: • collaboration between school and work life. • the apprentice scheme and the choice of sixth form education. • consultancy services for secondary school and the subject Education choices • Connection between education courses, apprenticeships and regional competence needs. • The link between youth and regional business The future day is a measure that effectively functions as a structured meeting place between pupils, apprentices, apprentice companies, training offices and employers. The project ́s core is to develop students' understanding of vocational and study preparation courses through concrete insights into the diversity of actual career paths in the region. YVIA AS has particular competence within the apprentice scheme, the education system and the transition between school and working life. The company has relationships with training offices, apprentice companies, consultants and school management in the region. The decisive factor in choosing the tenderer is, therefore, not general project manager competence, but: • in-depth knowledge of choice of education, the apprentice system and sixth form education. • established network for the consultancy service in primary and secondary schools, apprentice companies and training offices. • experience with converting education policy aims to practical meeting places Development work in different parts of the link from primary and secondary school to sixth form education. YVIA AS ́ special competence in apprentices, training courses and regional recruitment is assessed as decisive for the project ́s feasibility and goal achievement. Norway – Refuse transport services – Framework agreement transport services ReMidt IKS

ReMidt IKS is an intermunicipal company with 17 owner municipalities in Trøndelag and Møre og Romsdal. The company is owned by Aure, Averøy, Frøya, Heim, Hitra, Kristiansund, Melhus, Midtre Gauldal, Oppdal, Orkland, Rennebu, Rindal, Smøla, Skaun, Sunndal, Surnadal and Tingvoll.ReMidt took over operative responsibility from 1 January 2020 and provides services to inhabitants and municipal entities, mainly connected to household waste and sludge. There are hardly 130,000 inhabitants living in the owner municipalities. In addition, the company barely serves 30,000 cottages and holiday homes in these municipalities. ReMidt operates 22 recycling stations and 6 reloading halls per June 2025. The objective of the procurement is to enter into a contract for transport services between recycling stations and reloading halls, swapping and emptying hook containers, as well as transporting sludge in containers to treatment facilities. The contracting authority would also like tenders for transport services for moving and outset of bottom emptying containers in our municipalities. Parts of the service will require that tenderers can use cranes. The service will be included as an option in the contract. In 2025 the total number of transports was sufficient to employ an average of 3-5 vehicles with trailers full-time per lot. Traditionally, cupboard vehicles have mainly been used from reloading halls, whilst hook containers have mainly been used from recycling stations. This distribution is subject to ongoing evaluation and will be subject to change over the coming years. ReMidt IKS reserves the right, in other words, to freely use hook or cabinet transport at relevant destinations. The estimated scope is stated for the sub-contracts together. Historically, the total need for transport services has been divided between approx. 65%/35% for sub-contract 1 and sub-contract 2. This will be subject to change during the coming contract period. Historical distribution of tonnage is stated in Annex 1 Requirement Specifications.In sub-contract 1, the following will be included: Frøya, Hitra, Orkland, Heim, Rennebu, Oppdal, Melhus, Midtre Gauldal and Skaun. Norway – Chromatographs – 1105601 UiO Life Sciences user equipment. K931.04.03 MALDI-TOF

Statsbygg constructs the new Life Sciences Building (LVB) for the University of Oslo and Oslo University Hospital on behalf of the Ministry of Education and Research and South-East Health as the co-contracting authority. The building shall be the workplace for approx. 1,600 employees and 1,600 students. Start up for the excavation and ground work was the second quarter of 2019 and the planned completion is at the end of 2026. Various professional environments shall work multi-disciplinary here to develop new solutions for major challenges within health and sustainability with access to the best and most modern equipment required to carry out world class research, teaching and innovation. Maldi-TOF/TOF-instrument shall be procured for advanced analysis of biomolecules, including proteins, peptides, glycans, lipids and metabolites. The instrument shall cover both research and operational needs at the facility and it must offer high mass resolution (up to 30,000), low ppm mass accuracy and flexible operational modes. The facility has established an integrated infrastructure for mass spectrometry imaging (MSI) based on timsTOF fleX from The User. This platform uses smartbeam 3D laser (10 μm beam focus, 10 kHz operation) and is a fully integrated method, data and work flow structure. The existing method library, sample preparation, sample plates, calibration routines and data processing have been specifically developed for this platform. The new procurement must be directly technically compatible with the existing MSI platform. The requirement for compatibility is objectively justified in the need to continue established methodology and ensure coherent operation, and includes, among other things: - use of the same sample plates and sample handling without adaptors or alternative formats - continuation of established analysis methods without new methodic re-validation - identical or fully interoperable laser technology and collection logic - integration in the existing data infrastructure - direct analysis of data in SCiLS Lab without conversion or use of middle software Missing compatibility will lead to a need for parallel work processes, comprehensive methodical new validation, increased risk of reduced data quality, as well as a need for investments in new sample formats and adaptations of infrastructure. This will involve disproportionate technical and economic consequences, reducing the utilisation of the existing instrument park and breaching the premises for a combined and efficient MSI platform. A technical mapping of available MALDI-TOF/TOF instruments has been carried out from relevant tenderers. The manufacturers ́ specifications and system architecture are assessed against the requirements for MSI performance, laser technology and full system integration. The mapping shows that alternative instruments cannot be integrated in the existing platform without significant methodology and technical changes, and that these therefore do not constitute technically equivalent alternatives. Based on the established infrastructure and the requirement for seamless technical integration, it is considered that only NeofleX from User Nordic AB enables direct transmission of samples between the instruments, continuation of the existing method portfolio without revalidation, use of the same laser technology and full integration into the existing data and analysis platform. The terms for exemptions from competition in accordance with the Public Procurement Regulations (FOA) § 13-4 (b) 2 are therefore considered fulfilled.
