Norway – Survey design services – 1-UDE-2026 procurement of a technical system for carrying out user surveys in the adult education.

PURPOSE AND SCOPE Oslo municipality would like to procure a digital system for carrying out an annual user survey, which shall be carried out by all participants in the Adult Education Service Oslo municipality. See the award letter from the City Council Department for Education for 2025, in which UDE is assigned to carry out an annual user survey for all participants in adult education. The survey shall supplement the information from the annual survey to IMDI, as well as the pupil survey, as it can be relevant for some participants in the FOV and VOV. The user survey shall be an important means for ensuring quality, legitimacy and user participation in adult education. It will give valuable insight into learning processes, educational practice and the participants ́ experience of the school environment. The measure supports the adults ́ right to participation in accordance with the Education Act § 20-1 and corresponds with the aims in the curriculum system and the Integration Act. Participants' involvement in dialogue on learning and well-being strengthens their role as active citizens. The results of the survey are intended to be part of a future quality development system and will be used in the management dialogue for the adult education at different levels. The contracting authority draws attention to the fact that the estimated value is based on previous consumption. The estimate is only a guideline and is without obligation for the Contracting Authority. The assignment is further described, including the requirement specifications, in SSA-L annex 1. Norway – Research and development consultancy services – Knowledge sharing and collaboration arena for national AI research and innovation (AI-S&C arena)

The Research Council of Norway invites tenderers to a competition for the establishment and operation of a national interaction arena for research based AI activity. The aim of the project is to establish and further develop digital and physical arenas that spread knowledge, results and competence from Norwegian AI-research, -use and become visible nationally and internationally. In particular, the arena shall contribute to bridging the gap between AI research environments and AI user environments in the public and private sectors by: Lowering the threshold for industry and the public sector finding relevant research, and entering into cooperation on research and innovation. Establish and develop a network between research environments and new users. Contribute to a clearer national and international footprint of "the AI billion". The arena shall complement and scale existing initiatives. The project has two main target groups for activities and arenas that are established: AI-research environments (active research actors, including the AI-centres and relevant research initiatives etc.), advanced/ambitious AI-user environments, industry, public entities as well as other relevant social actors and decision makers. Norway – Maintenance services of telecommunications equipment – Procurement - Fibre, 2025

The aim is to enter into parallel framework agreements with up to five tenderers to cover Ålesund municipality ́s need for outdoor fibre installation services. The agreement shall ensure quick and flexible access to professionally qualified supplier capacity for both planned and acute needs within outdoor fibre work throughout the entire contract period. The fibre work can i.a. include: pulling fibre cables into existing or new pipes. management and termination documentation in accordance with NEK TR 750. OTDR measurements and use of powermeters other necessary installation work connected to outdoor fibre, within the contract ́s extent The contract shall also cover the need for a quick response time in case of critical errors, as well as ensure flexible access to suppliers where the municipality has short deadlines or is included in cross-sectoral cooperation projects with other actors (e.g. the Norwegian Public Roads Administration, W&S, power companies or telecommunication operators). The contract shall not be used in cases where there are requirements from a third party (e.g. owners of shared infrastructure or builder) for the use of specific installers. In such cases the need falls outside of the contract ́s area of use. The contract does not include internal cabling in municipal buildings; this is covered by the existing agreements. Norway – Business services: law, marketing, consulting, recruitment, printing and security – Framework agreement for valuation and financial due diligence.

Bankenes sikringsfond (BS) and the Financial Supervisory Authority of Norway (FT) are jointly carrying out this procurement (hereafter jointly referred to as the Contracting Authority). BS administers and manages the Norwegian deposit guarantee scheme and the deposit guarantee fund and assists the Financial Supervisory Authority as a resolution authority in accordance with the Financial Institutions Act. The Financial Supervisory Authority of Norway is the Norwegian resolution authority for the financial sector, with responsibility for safeguarding financial stability and ensuring satisfactory handling of crisis events in the Norwegian financial market. The procurement is being carried out jointly to ensure that both institutions always have access to the necessary specialist competence and capacity within valuation and financial due diligence. The services shall be able to be ordered and used both in normal situations and at extraordinary events, including preparations, implementation and follow-up of crisis management measures and crisis management exercises. The aim of the procurement is to enter into parallel framework agreements with 3-5 tenderers for services within valuation and financial due diligence of Norwegian banks, including assistance and participation in crisis management exercises. The framework agreements will be valid for six years. The two service areas are: 1) Valuation: valuation of all or parts of a bank, including loan portfolios, immaterial assets, financial instruments etc., in accordance with relevant requirements under Norwegian law, EU rules and EBA guidance. The service also covers assistance related to valuation and crisis management, including crisis management exercises, advice and preparations for preventive measures, security measures and crisis management, stress tests and scenario analysis, as well as method development and tools for the execution of such measures.2) Financial due diligence: financial due diligence of all or parts of a bank, including any group companies. This involves a review of the bank's financial statements and an assessment of the bank's economic situation and financial position, including analysis of the balance sheet, loan portfolio, securities, derivatives, deposits and funding. The aim is to identify risks and provide a better basis for valuation and for BS's and FT's choice of measure. The framework agreements are not exclusive and the contracting authority reserves the right to make procurements outside of the framework agreement if there is a justifiable reason. Norway – Construction work – BA-26-019-GK Project reserve water Gjøvik-Biri, E2 – Pipeline installations in Mjøsa.

The procurement is for construction works for laying water pipelines in Mjøsa, for Gjøvik municipality. The contract also includes excavation on land, drilling on land against the sea, receiving and laying of PE pipes and pipe parts, delivery and assembly of load scales, refilling work, adjustments etc. PE pipelines are to be delivered to the rigging site by the contracting authority by the pipe supplier. The rigging site will be selected by the tenderer. The delivery date must be adapted to the tenderer ́s progress, in the relevant time period. A binding delivery plan will be prepared in consultation with the pipe supplier and tenderer. Pipes are to be delivered and stored for 18 or 20 metres. The executing contractor on site shall be responsible for the development of rigging places and supply roads in a condition that enables deliveries of pipes up to the relevant delivery length. The receiving inspection and unloading of pipes from the vehicle will be carried out by the executing contractor in this contract. The work includes hammer drilling of 4 pipes under the E6 at Biri, as well as drilling uncompacted material from these pipes, through sheet piling for raw water pump station and into Mjøsa.
